This board, it was said, probably will be composed of Capt. John Downs, Capt. Alexander Sharp, jr.; Comdr. R. A. White, Comdr. C. T. Osborne and Lieut. ‘W. F. Hinckley, all of the United States Navy. The latter-named officer is in- spector-instructor of the local battalion. 1t was pointed out, however, that the whole board usually does not make the inspection, and exact information on the personnel will not be available until it reports on inspection night. Drills and exercises will continue to be held on the Destroyer Hamilton un- til the inspection night. Although of- ficlal advices have not been received, it was sald to be almost certain that the vessel will remain here until after the inspection so that the tests may be given the local personnel aboard the ship on which they make their an- nual tour of sea duty. Under present orders the Hamilton is scheduled to go to the Hampton Roads area February 23, after participating in the cere- monies at Alexandria on February 22. The local reservists, under Lieut. Harold E. Richardson, also will partici- pate in the parade in the Virginia City, but it was said that they would not go there on the Hamilton. Transporta- tion is to be arranged for the battalion aboard naval tugs, and the organization will return to Washington immediately following its march in the parade. Ensign Roland W. Charles was or- dered to 15 days of training duty aboard the Destroyer Hamilton. He reported for duty Monday. Brady J. Dayton, ir, a son of Lieut B. J. Dayton, U. S. N, enlisted in the battalion last week as a seaman, second class, and was_assigned to the Ist Fleet' Division. It was said at the bat- talion that young Dayton intends to seek one of the 25 appointments to the United States Naval Academy Which are allowed the Reserve annually. His father was formerly on duty here as commanding officer of the Destroyer Abel P. Upshur, formerly assigned as training ship of 'the local Reserve, and who also was inspector-instructor of the local battalion. Commandants of naval distri been instructed by the Navy Depart- |ment to encourage Merchant Marine reservists, who are at present not em- ployed, or who otherwise have time available, to take training duty afloat in naval vessels for a period of 15 to 30 days. This duty, however, is to be performed without pay and the appli- cants must pay their own travel ts have penses to and from the assignment and | | their mess bills aboard the vessels to which they may be assigned. Prac- tically all of the men of the lower rat- ings, it was indicated, have been taken care of. It was pointed out that in the line Fleet Divisions that there has been a limit placed by the Navy Department on the number of men of each rating This was done so that the Reserve or- ganizations would not become top heavy with men of higher ratings. However, these places are mostly filled by veteran Reservists, many of whom saw active service during the World War and are valuable men in the divisions for the | training of the younger enlisted men |~ The high rated men in the Headquar- ters Division also are war-trained men, and while the local battalion officers dislike to loose their sevices as instruc- tors, it appears now that it will be nec- essary to transfer them to the Volunteer Reserve. The disbandment of the headquar- | ters divisions throughout the country was ordered by the Navy Department as an economy mov | e | Lieut. Richards of the destroyer Ham- ilton has announced that Lieut. Comdr. Clarence Gulbranson, commanding offi- cer of that ship, has billets available |aboard the ship for members of the local Reserve who might want to put in for active service for an indefinite pe- riod this Spring. Claude Babcock commended the chapter for its work in enabling dis- abled ex-service men to have civil serv- ice examinations reopened. Comdr. Lloyd Wymer explained the chapter constitution. Gen. W. W. Atterbury Chapter holds two meetings a month. The first and third Saturdays. At the last regular meeting Capt. J. L. Smith was elected judge advocate. Seven new members were initiated. Comdr. Helen Evans O'Neill presided. National Capital Chapter meets the fourth Thursday of each month at the temporary Soldiers and Sailors’ Home, 921 Pennsylvania avenue southeast. Comdr. McD. Lynch is conducting an intensive drive for membership. Ray- mond Anderson, adjutant-treasurer, is reorganizing the chapter's employment program, with the assistance of Hay- den Jones and Joseph Ramm.
