The originally projected barter transaction having conflicted with the administration’s reciprocal trade agreement expansion program, a re- vised cotton barter proposal, under which non-competitive German prod- ucts would be substituted for nitrates, is being contemplated for submission to President Roosevelt. George N. Peek, president of the Export-Import Bank, is at work drafting a new plan. The first plan involved an exchange of from 100,000 to 500,000 bales of cotton for syn- thetic nitrates and other German products. Hull Report Considered. President Roosevelt revealed yester- day that Secretary Hull's report on will not approve it in its present form. While Peek redrafted the barter proposals, Secretary Hull, who con- tended it would interfere with negoti- ating trade pacts with 25 countries, announced a new reciprocal trade agreement would be negotiated with Finland, beginning with hearings on February 11. Finland Becomes Fourteenth. Finland, only nation to keep up its war debt payments, will become the fourteenth nation with whom similar commercial pacts are now under ne- gotiation. Ten or 12 other nations, including Chile, have already entered into preliminary discussions concern- ing negotiations. Synthetic nitrates were suggested by the German negotiators as one of the chief products to be exchanged in the cotton barter. Chile, a big nitrate producer, was understood to have made representations against in- cluding nitrates in the German deal. —_— EXTORTION CHARGED Attempt to Get $10,000 From Rich Indian Claimed. IDABEL, Okla., December 20 (#).— Floyd Hargrove, 26-year-old log hauler, was held today on charges of attempting to extort $10,000 from Silsainey Ward, millionaire Indian woman. Deputy Sheriff L. L.
