BY REX COLLIER. “I come to pay a call of friendship.” These were the words uttered by President-elect Hoover on first touch- | ing Latin American soil. | They comprised a brief, unorna- mented statement of good faith, deliv- ered in deliberate. sincere tones. Yet that statement epitomized the whole purpose of the good-will mission Those eight words, prefacing Mr. Hoover’s informal address to the rep- resentatives of the people of Honduras at Amapala on November 26 last, soon were echoing around the Southern con- tinent from coast to coast and smooth- ing the way for the most singlar diplo- matic mission over to visit those shores. America’s President-elect realized that success or failure might hinge on that opening statement. He knew there were possibilities that his motives in making the trip would be misconstrued in some quarters. There were interests likely to whisper that the project was inspired by considerations of trade of by considerations equally selfish and non-existant. Informality Blasts Tension. The very informality which sur- at Amapala—he carefully re- it an oration— served to dispel any lingering suspicicn and blast away every vestige of tension. Mr. Hoover, dressed in blue serge coat |and white flannel trousers and white shoes, began his remarks without. for- mality, reading in English from a paper in his hands. He told the assembled greup that “in a sense” he represented the people of the United States, and on their behalf wished to extend a friendly greeting to “our fellow democ- racies on the American continent.” “I would wish to symbolize,” he said. “the friendly visit of one good neighbor to another. In our dally life neighbors call upon each other as the evidence of solicitude for the common welfare and to learn of the circum- stances and point of view of each, so that there may come both understand- ing and respect, which are the cement- ing forces of an enduring society. Wants to Learn Common Problems. “It is my desire to learn more of our common problems in the Western Hemisphere, that I may be better fitted for the task which lies before me—and we are all of us in the West interested in one great common task. That task | is the advancement of the welfare of | the people of our respective countries.” ‘There was nothing imperialistic, nothing suspicious, about such.a plain statement of facts as that. It was ap- parent that the next President of the great republic to the North was any- thing but a self-centered autocyat, pro- fessing to know all there was to know. He had admitted there were things he would like to learn about Latin Amer- ica, and he had added, later in his address, the frank statement that the people of the United States gladly had taken instruction from their Southern neighbors when the opportunity was afforded. Such admissions as these appealed to the pride of the Latin American. He was_beginning to feel already that Uncle Sam was a pretty good . fellow, after all. That whispering propaganda picturing him as a smug, domineering sort, of individual apparently was doing him a grave injustice. Applause Greets Address. ‘The talk had been interpreted by Butler Sherwell and it was received with prolonged applause. ‘Then a smartly-dressed Honduran stepped for- ward and made a short address in Spanish. He was the mayor of Amapala, and he handed to Mr. Hoover a huge key strung on a silken blue and white ribbon, the .symbol that 'Amapala had opened its doors wide to her American friends. Mr. Hoover laugh- ingly put the ribbon loop over his head and proudly displayed the key to Mrs, Hoover. ‘The latter, at this moment, was touched on the arm, and she turned to receive a great bouquet of native blossoms from a winsome 5-year- old native lass who bashfully confessed to the name of Lillila Escher. Returns Toast Without Drinking. The President-elect of the United States could not refuse to toast his hosts, for to do so would be not only a serlous breach of etiquette but a grave insult to the republic of Honduras. He took ‘the only proper and fen- sible course. Accepting the glass proffered him, he returned the toast proposed in his own honor by offering a tribute to the President of Honduras and carried out the gesture by raising the glass to his lips as though in the act of sipping its contents, There was no semblance of embarrassment on the part of any one. The emergency had been met as only a “master of emergencies” could have met wever lem in exactly the same way—and just as easily and gracefully. ‘There was not a great deal of time for a discussion of Honduran affairs, due to the necessity for making an early start in the motorboats for the next port of call, L'Union, Salvador, just across the bay. In the brief time available, however, enough was gleaned from the informal conferences to con- vince the members Honduras is well governed and progressive. Dr. Colindres had been elected Presi- dent only a few weeks before through a coalition of the Liberal and Republi- can parties, formed to defeat the can- didate of the Nationalists, or Con- servatives. He had been “drafted” by the merged parties because of his high standing as a professional man, as a citizen and as a leader in movements for the public welfare. There was every evidence that the people of Honduras would support the new regime whole- hearltedl_v«lnd that prosperity would result. * The impression one gained of Hon- duras was that here was a little re- public given to peaceful pursuits and | marching steadily forward on the road | to economic progress. Quite a contrast | to the situation that had prevailed in | its earlier years, when the country was | torn by internal rebellion and blood- |shed. -So aggravated had these con- | ditions grown at one time that Uncle | Sam had stepped in and exercised force {in the protection .of Americen nationals |and property. That was during the | revolutions of 1910 and 1911. Now all was different, and Honduras was glad to impress that fact upon its “V)slt()rs. The republic was very sorry | that Mr. Hoover and his party could not | remain on Honduran soil a little longer. | Its citizens had hoped to entertain the | sood-will party in the capital—a pro- gressive city of 50,000 inhabitants. Mr. Hoover expressed his deep regret at his inability to remain longer among such hospitable people, and bade his hosts a reluctant farewell at the wharf. The “vivas” of the crowd were | drowned in the roar of the launches— |and the party was off for its second | good-will call of the day—to be made on Honduras' next-door neighbor, El Salvaaor.
