ARMS CONFERENCE SCENE IN DOUBT Japan Favors Paris for Pri- vate Parley, but Other Powers Are Silent. By the ‘Associated Press. GENEVA, September 20.—Whenever the preliminary and private parley of | the great naval powers will be held in Paris, as proposed Tuesday by Junkheer J. Louden of Holland, president of th!i Preparatory Disarmament Commission of the League of Nations, was still an open question last night. Japan indi- cated a liking for the idea vesterday and Denmark introduced resolutions med at speeding up disarmament tion, Great Britain, France and Italy, however, held their peace. Just before leaving for Paris yester- day Foreign Minister Briand gave a German correspondent an interview in which he is quoted as saying that Prance has paid her debts to the United States and will continue to pay| them independently of the results of aration negotiations. lv'i"mwe\er, the French foreign minister | said. France desires to know definitely Wwhat she can expect from Germany. Naotaka Sato, head of the Japanese office here, told the disarmament com- mittee that M. Loudon’s idea ought to be developed. He said he had received no instructions from Tokio, but he was convinced that the project was worthy of being pursued. ‘The gGgrman resolution, introduced by Count von Bernstorfl, pre-war Am- bassador of Germany to the United States, appealed to the five naval powers to reconcile their differences and expressed the opinion that another conference should be held in 1929. It made no mention of the Franco-British naval accord of this Summer and Joseph Paul-Boncour, who represented France in the absence of Foreign Min- ister Briand, chided Von Bernstorff for this commission. ‘The former German diplomat replied instantly that he personally thought the two countries had been animated by the best of intentions in arriving at this agreement. He added since the text of the accord had not been pub- lished he was hardly ln l position to express official satisfaction. Switzerland and Salvador offered op- position to a reference in the German resolution to the effect that the Kellogg pact has increased international securi- ty, and, therefore, to that extent, has justified another disarmament confe:- ence. Giuseppe Motta of Switzerland and J. Gustavo Guerrero of Salvador, agreed in praising the Kellogg treaty, but they emphasized that it has nct been ratified, and, therefore, ought not to be mentioned in a disarmament res- olution. The delegates generally rallied to the French belief that no attempt should be made to fix a date for a formal dis- armament conference. Generally they thought that the public has been dis- illusioned by constant postponements of such meetings. Finally a committee was appointed to draft a summary of the opinions that were expressed. President Louden, Count von Bernstorff, M. Paul-Boncour, Senor Guerrero, Lord Cushendun of Great | Britain, Eduard Benes of Czechoslo- vakia and C. L. Lange of Norway were named on this committee. ‘There was more action in the opium committee of the Assembly, which, to- day, approved the British proposal that a committee of experts be sent to the Far East to study opium smoking and smuggling. Three experts will be named for this work by the cauncn of the League and the committee hoped that the United States would pennll it to extend its investigations to the Philippine Islands.
