Certificates were awarded to 66 Jjunior Washington bankers last night at the Willard, some of whom having completed three years' hard work in the local Institute of Banking and courses. There was a record attend- ance and great en- thuslasm. James A. Soper, the chapter president, presided and the chief speakers were Dr. Samuel W. Graflin of New York, and Robert V. Fleming, presi- dent of the Dis trict Bankers’ As-| sociation. Mr. Fleming Jauded the work of the insti- James A. Sover. tute and declared| that the job seeks the man rather than the man the job in these days.| Dr. Graflin asserted that the six cor- ner stones of real success are “courage, capacity, character, capital, culture and courtesy.” He is a former local clergyman, is now head of the New York Y. M. C. A, and his address last evening was a brilliant effort. Special Prizes Also Awarded. About $500 in prizes was also award- ed to the students attaining the high- est scholarship marks. These prizes are given by local bankers and organi- zations and are usually $50, which is divided into $25, $15 and $10 awards. Most _of these awards were made by Mr. Fleming for the various donors. NEW YORK, September 20.—Call money went higher again in today's stock market. Renewing at 7z per cent, the rate was raised to 8 per cent oon, to 8%, per cent at 1 o'clock, :;dn in the last hour to 9 per cent. Only once before, on July 2, had call funds commanded so high a rate since the deflation days of 1920 and 1921. Prices for stocks weakened somewhat toward the close, but there was no break. The market exhibited the same stubborn _resistance it has shown all along. Before money was marked up General Motors, above 212, had made a new high record, and Packard, at 91, had done the same. The close was ir- reg’l“li:gt}rpenlng was strong all around. Leadership was assumed by General Motors which was turned over in huge volume only fractionally under the high of the year. Presumably the buying | forecast ‘some extra distribution on the | ock. L Packard was the feature among the independents. It climbed 3 to 4 points and touching 89 was at a new top. The bulk of the trading in the motor issues was in these two, but the others responded more or less. Coppers Recovering. Copper stocks which had to accept heavy realizing in the preceding session did better today. How Sound was rushed up to a new high around 68, and Cerro de Pasco advanced 3 points again easily. News from the trade was all favorable. A sale of several million pounds for domestic delivery was re- ported at 153 cents a pound, a new high on the movement. It was also announced that 15,000,000 pounds had been sold for export Wednesday, a new high record for export sales. Steel stocks lagged behind although Colorado Fuel was strong at times. United States teel during the fore- noon did not vary much from the pre- ceding close. On the other hand, several of the utilities were bid up enthusiasti- cally, among them Columbia Gas to a new high for the present shares, and National Power & Light also to a new high, since listing. American Power & Light and Commonwealth Power went higher. Specialties Climb. Demonstrations were witnessed in a number of specialties. Davison made a new top at 65. Philadelphia & Reading Coal & Iron displayed unusual activity. One of the reports was that buying was for the account of a large utility inter- est. Gillette Safety Razor went to a new peak. Atlantic Refining and Texas Corporation were the leaders of the ils. oils. Rail stocks were neglected. Rock Island gained a point and New York Central was well supported, but the fir:l“ majority of carrier stocks did ttle. Money renewed at 7% per cent and was in good demand at that rate. The indications were early in the day that the charge would be advanced and just after noontime an advance to 8 per cent was posted. Motors Lead Opening. At the opening concerted efforts were made to bolster up the main body of stocks by bidding up such industrial leaders as General Motors and United States Steel. The former, opening on a block of 6,000 shares at 208%, gained a point overnight, and the latter at 157% was up almost as much. Cerro de Pasco stood out among the coppers, although it was still seme dis- tance from its recent record high. Mis- souri Pacific issues continued in favor in the ralls. Low-priced public utilities showed strength, notably Electric Power & Light, National Power & Light and American Power & Light. Gillette Safety Razor continued an outstanding feature among specialties, advancing over 2 points to a new high when it crossed 112. As the first hour progressed the mar- ket became increasingly strong. Gen- eral Motors at 211 sold within a frac- tion of what was virtually its highest in history. Its strength had a stimulat- ing effect upon some of the others of the group, notably Packard, which was 3 points higher at 881%, its former top, while Briggs Manufacturing gained over 3 points to its best. The coppers were again among the leaders, with Anaconda, Calumet and Arizona and Kennecott sharing leader- ship with Cerro de Pasco. £ Atlantic_Refining again led the -oil shares, making a new top across 184.
