NEW AIR OFFICIAL NAMED BY ROPER Denis Mulligan to Be Assist- ant Director of Commerce Bureau. Creation of an additional post of assistant director of air commerce and appointment of Denis Mulligan, chief of the regulation and enforce- ment division of the Bureau of Air Commerce, to fill the new post was announced late yesterday by Secre- tary of Commerce Roper. Mr. Mulligan will rank equally with the present assistant, Howard Rough, and will serve directly under Director of Air Commerce Fred D. Fagg, jr. Mr. Roper said. The new position s necessary, it was explained, be- cause of enlargement of the inspec- tion and airways programs of the bureau. Under the mew set-up Mr. Rough will devote most of his attention to supervisory work in connection with the fleld program of the bureau, while Mr. Mulligan will be detailed largely to affairs in the Washington office and to matters of a legal na- ture relative to the bureau's activi- ties, it was announced. Bureau Kecently Reorganized. ‘The Bureau of Air Commerce re- eently was reorganized into seven | divisions, which will remain as they | are, Mr. Roper explained. Pirst appointed chief of the en-1 forcement section in 1934, Mr. Mulli- gan later was detailed to the solicitor’s office of the Commerce Department and assigned to Bureau of Air Com- merce matters requiring legal atten- tion. Last April he was brought back into the bureau as chief of the regu- lations and enforcement division. Mr. Mulligan was educated in the University of Pittsburgh, Columbia University, the Unite States Military Academy, Fordham University Law Bchool and Brooklyn Law School of | Bt. Lawrence University. He holds B.S,LL. B. and J. S. D. degrees. Was Graduated From West Point. Upon his graduation from West | Point in 1924 Mr. Mulligan was as- | signed to the Air Corps for flight training and was qualified as an airplane pilot and airplane observer. He served as adjutant and engineering officer of the 1st Observation Squad- ron at Mitchel Field, N. Y. Resign- ing from the Army, he entered the merchant marine and after more than 60,000 miles of travel in 18 months returned to New York and engaged In commercial aviation while study- ing law. From 1931 until he joined the Bureau of Air Commerce he was associated with a New York law firm. He has been connected with the 27th Division aviation observation unit of the New York National Guard for seven years and holds the com- mission of captain in the Army Air Corps Reserve:, G.W. U.
