I, -Oct. 23— | United States District ~ Attorney J. Howard McGrath announced today that he would recall the Federal grand jury into & special session, either Wednesday or Thursday of next week, to hear the evidence regarding alleged violations of the Federal Corrupt Prac- tices Act in connection with donations to political parties by the Narragansett Racing Association. At the same time, a warrant for the arrest of Gov.. Robert E. Quinn in a $500,000 libel suit by Walter O'Hara | remained in the pocket of Sheriff | ‘Thomas Barry of Kent County as Mr. Quinn insisted he could not be ar- rested as chief executive. Meanwhile, on petition of State | Public Utilities Commissioner Michael Deciantis, a “responsible representa- tive” of Mr. O'Hara’s Star-Tribune | was summoned to appear before Su- perior Judge Charles A. Walsh to show | cause why the paper should not be held in contempt of court.
