CHICAGO, September 30.—Death 18 setting a record-breaking pace along the Nation's streets and highways. ‘The National Safety Council esti- mated yesterday traffic accidents had: cost 24,520 lives in the first eight months of this year. The total was 11 per cent greater than the 22,160 recorded in the cor- responding period of 1936—the year the all-time high mark of 36,500 ‘was: established. Deaths numbered 3,850 in August compared with 3,740 in the same month last year. But statisticians pointed out the August increase of 3 per cent was more than matched by the 14 per cent rise in automobile travel as gauged by the gasoline consumption figures, while the 11 per cent increase in the first three quarters of 1937 was equalized by an identical upswing in motor mileage. They expect the deaths-for-miles ratio to be somewhat lower than 1936 if the current trend holds. New York led the cities in the eight months’ death column with 528. Chi- cago, with 511, ranked second. However, New York had the lowest traffic fatality rate among the most populous centers. ARMY REVIEW BOARD PERSONNEL PICKED Group to Determine on Classifica- tions of Officers Put Into Class B. Creation of a board of Army offi- eers to review classifications made under provisions of the act of June 4, 1920, has been announced by the War Department. This board will determine especially whether officers were placed in class B under the act due to their own neglect, misconduct or avoidable habits. ‘The board is to consist of Maj. Gens. Upton Birnie, jr., chief of Field Ar-|#8 tillery; Leon B. Kromer, chief of Cavalry; Henry Gibbins, the quarter- master general, and Walter C. Baker, chief of the Chemical Warfare Serv- ice; Brig. Gens. Edward M. Shinkle, assistant to the chief of ordnance, | and Charles Burnett, chief of the Bureau of Insular Affairs, and Col. James B. Woolnough, Infantry. Lieut. Col. Frederic G.
