CRISIS ON BUDGET CONFRONTS BLUM Double Session of Cabinet Summoned to Discuss Attack on Boost. BY the Assoctated Press. PARIS, October 29.—Slashing at- tacks on Socialist Premier Leon Blum's “double budget” were linked by critics of the government today with predictoins of a bitter parlia- mentary debate which, they said, would shake the foundations of the cabinet. Premier Blum called another double session of the cabinet for today to discuss the outbursts, arising from the government’s action of approving giant increases in the ordinary and extraordinary budgets for 1937 —a boost of almost one-third from the $2,116,000,000 of 1936 to $2,760,000,000 next year. . The newspaper Ere Nouvelle, de- claring “Socialists have returned a double budget and special accounts for unlimited borrowing,” called on Radical-Socialist allies to reject the | program. | The newspaper cited the fact that the radical congress had pledged faith in budgetary equilibrium, which was not in prospect with an already heavy deficit and further heavy borrowing proposed by the government. Blow to Confidence Seen, The Rightist newspaper Echo de Paris termed the budget an “unprece- dented project” and declared the na- tion's confidence was sure to be shaken. Even the newspaper Oeuvre, loyal to the government, expressed appre- hension of a parliamentary “offen- sive,” but Blum’'s own newspaper, Le Populaire, defended Finance Minister Vincent Auriol's acknowledgment of & deficit instead of trying to conceal | the truth. Government supporters labeled the | bridg- | project a “transition budget” ing the gap between former Premier Pierre Laval's policy of deflatlonary‘ economy and the Blum program o “reflationary spending” designed to | Testore prosperity. Detailed Probe Planned. The Finance Committee decided to start a detailed examination of the budget tomorrow, with a majority of lobbyites predicting the govern- ment, which achieved devaluation, THE EVENING STAR, WASHINGTO D. The major budget increase, under the new plan, would come in ex- traordinary sums totaling $644,000,- 000 for armaments, public works and unemployment relief. More than half of this sum, it was decided, would be set aside for strengthening France's defenses. In addition, the ordinary budget would allot another $368,000,000 for de- fense—making a total of $743,000,000 | for armaments and defense.
