BY FRANK MACMILLEN, Associated Press Financial Writer. NEW YORK, October 10—To the general observation that Benito Mus- solini has a modern and efficient war machine in Africa, Wall Street ex- perts are adding that he has also created a streamline financial motor to turn the wheels. Financial men who, & few months ago, were saying that Italy “couldn't afford” a war, are faced with the fact that it can and has. Now they are asking themselves how long Il Duce can drive his jug- gernaut forward on the financial fuel he has available, which is admittedly limited. So far monetary fuel for the battle engine has been distilled internally through 4- 10 per cent tax on cor- porate dividends, a slight increase in the sales tax, a rp rise in the im- pasts on gasoline and petroleum prod- | ucts, and & tax on freight carried by trucks. Under a decree of the Council of Ministers on September 18 the Ital- ian public was offered a 5 per cent loan at a price of 95 per cent of par in exchange for the principal out- standing internal issue of 3> per cent bonds. The 3% per eent bonds | were to be taken in at 80 per cent of par, with 15 per cent added in cash. By this device it is expected that | some $750,000,000 can be raised with- | in the country. The problem of raising funds for purchase of needed materials abroad, while on & smaller monetary scale, has in some respects proven more acute than the internal financing. eign purchases have been shut off in most cases for several months. buy abroad Italy has had to draw on its gold reserve, which has declined some $170,000,000 since May to around $350,000,000. Itaty has like- wise commandeered foreign balances and securities of its nationals. The latest step in the ‘efforis to | reduce the necessity for foreign dis- bursements to & minimum and save exchange for war purposes is the plan | to exchange 5 per cent internal bonds for the $125,000,000 Italian foreign currency obligations, allowing for the Iatter their market value on December | 8, 1934, |Sugar Deliveries At 4,503,609 Tons In Eight Months B¥ the As¢ocinted Press. refinerles, reported to the A. A. A. to- day totdl sugar deliveries for domestic consumption during the first eight months of 1935 of 4,503,609 short tons | in terms of 96-degree sugar. The companies reported receipt of | 3,215,574 short tons of raw sugar from off-shore areas.
