b.0.P. COMMITTE RULE WILL BE CUT Democrats Plan to Assume Greater Control Over Drafting Legislation. By the Associated Press. Democratic leaders proposed today that their party assume greater con- trol over the drafting of legislation by taking over more committee posts. ‘The move brought quick protest from Republicans. Representative Byrns of Tennessee, Democratic floor leader, who is ex- pected to be the next Speaker, ad vanced it as his personal belief tha Democratic membership on legisia- | tion-shaping committees should be | increased and Republican member- | § ship reduced. “They (Republicans) have m About : bership,” one-xounh of the meml sald, “so why should they luvc ono- : third, or thereabouts, of the commit- | % tee places. It's our responsibility, and | § we're competent to handle it. “I wouldn't want to take away from ; any member a right to which he was | & entitled, but I don't figure the Repub- licans are entitled to as many mem- | § bers as they now have on commit- tees.” Refers to Popular Vote. Representative Mapes of Michigan, s Republican leader, remarked that “The Republicans got about 46 per cent of the popular vote in the last election. Those voters are entitled o representation. “But if the Democrats want to change things, they've got the brute | & strength to do it. The Democrats have 322 members | § in the next House, while Republicans have 102. The number of Repub- | & lieans and Democrats on committees has not been changed since Demo- crats took over the House in 1931 with a four-vote majority. “It never has been the practice to divide committee membership in d rect proportion to House membership, Mapes said. Line-up of Last House, In the last House, Democrats had! 614 committee posts, and Repub- licans, 276; a number of members serving on two or more committees. But if those totals should be carried on into the next House, Republicans would average 2.6 committees per man and Democrats, 1.9 Byrns and Representative Sabath, Democrat, of Illinois, who also ad- vocates the change, contend it would give new members a better chance to get a good committee assignment and at the same time make certain of Democratic control of legislation. Details of the planned change will be worked out by Byrns and Repre- sentative Doughton, Democrat, of North Carolina before Congress meets | January 3. In its tentative form, however, it would—to illustrate— change the Banking Committee mem- bership from 17 Democrats and 8 Republicans to 18 Democrats and 7 Republicans. . Divorce Moratorium.
