It consists of | a circular which reads as follows: “An informal meeting of local stamp col- lectors was held on October 27, 1897, for the purpose of discussing the ad- visability of organization. It appeared to be the unanimous opinion that it would be greatly ‘o the advantage and convenience of Washington philatel- ists to have a permanent home in a central location, where regular meet- ings might be held, where members might at any time meet one another for the purpose of exchanging, ex- hibiting and studying stamps, as well as consulting the leading foreign and domestic philatelic journals and cata- logues, and where local and out-of- town collectors would always find a welcome. Marshall, superintendent of insurance for the District, told the Board of Trade’s Insurance Commit- tee yesterday that his department needs sufficient funds to maintain records on which the local workmen's compensation insurance rates could be based. He pointed out that his office takes in approximately $400,000 in license fees every year while its appropriation is not more than one-tenth that amount. The remainder goes into the Treasury. He complained that the District has to depend on rates set by the national actuary organi- zation. - A committee was designated to study the matter with a view to de- termining whether legislation should be recommended to Congress. Com- posing the group are E. J. Lewis, John H. Shannon, C. R. Barker, Ralph W. Lee, William T. Read, jr., and George E. Keneipp, chairman of the main committee. Moved by the mounting traffic fatality rate and the increasing con- gestion on Washington streets, the committee again advocated the auto- mobile indemnity insurance bill which was introduced at the last session of Congress. .
