1208, . = ISLAND T0 AB0LSH POLYCAMY BY 1980 New Amendment to Philip- pine Marriage Law Ap- aroved by Davis. By the Associated Press. MANILA, P. I, April 5.—Polygamy, | vhich prevails among the Moham- | :n‘;dnm ‘:J( the Philippines in Mindanao | and Sulu, despite an American Federal law prohibiting it, will be abolished 20 years hence, under a new amendment to the marriage law passed by the | Philippine Legislature and approved by Gov. Gen. Davis. ‘The Christian elements of the islands | wanted polygamy abolished immediate- 1y, but the Legislature decided that it would be better to terminate that form | of marriage gradually. The decisicn ‘was based upon experience, for the Mo- ‘hammedan Filipinos, or Morgs, deeply‘ resent encroachments upon- their cus- toms and in the past have resisted with arms attempts to change them abruptly. The Koran tells a Moro that he may | take unto himself four wives, and the tribe. thinks that book is the last word | on the subject. | The American law against polgamy | 18 not enfcrced in Mindanao and Sulu because of the policy of interfering as | little as possible with the customs of the natives. 1 Another amendment to the marriage | law makes it easier for Americans and | other foreigners to be married in the | Philippines. | Requirements for Marriage. ! Under a law passed in 1928 persons | contemplating marriage had to produce their baptismal or birth certificates and witnesses whom they had known for several years who would swear that the contracting parties were not married | to_some one else. Since it was difficult for many for- eigners to meet these requirements | when far from home and old friends, | they went to Hongkong, Shanghal or | Japan to be married. They also spent their honeymoons in those places, with | the result that the Philippines lost | money. The new law lifts these restric- | tions. DR. Rodes K. Myers, defense attorney, said an appeal would be taken. Sentence vas not passed immediately. xson, second man to be convicted of participation in the crime, showed no emotion when the verdict was read, but his mother and sister, Mrs. Parrish Sexson and Miss Ruth Sexson, both of Indianapolis, fainted. ‘The other man conwicted in the case is James Elmer Grayson, 21, also of In- dianapolis, now serving life sentence. Both he and Sexson denied firing the shots fatal to Kirby, but laid the blame on James McNeese, fatally wounded in Chicago several weeks ago by Police Sergt. Ben Myer. By the Associated Press. BERLIN, April 5—Of the many prob- lems confronting German agriculture | this year, the most serious is that of | | disposing of its excess rye crop of nearly |4,000,000 metric tons. This is nearly one-half of the crop. Agricultural experts have figured out| that Germany's annual consumption rye is only about 4,000,000 metric tons. What to do with the other half is| a problem that is causing farmers worry and has started governmental agencies on a hunt for means of possible reme- dial action. Rye Exports Small. ! Exports of rye have been singularly | small. In 1928, for instance, Germany was able to_export only 488,000 metric tons, about 3 per cent of the crop. Pros- pects for this year show no improve- ment, despite the fact that an exporter is allowec. a “drawback” of 37 cents on every bushel of export rye. This refund iis applicable on imports of wheat or | barley. | For instance, when rye for domestic consumption brings $1 a bushel, the ex- | port price is 63 cents. This low quo- tation was reached in 1929 and for a short period stimulated rye exports. With m‘ Amerfcan import duty of 27 cents a | bushel, freight of 4.5 cents per bushel, | German rye reached a New York price | level of about $1.05, exclusive of han-| dling charges. But prices rose and closed the American outlet. ! Similar conditions shut off other markets and now efforts are being made to increase domestic consumption of the grain. The government has launched a campaign the slogan of which is “Use more rye for feeding purposes.” To make it more effective the government has raised the import duty on barley. But experts say there are limits to the use of rye for feeding and that any campaign will not stimulate the use of rye much beyond these limits. In the last 10 years the marriage rate | in England has declined from huscl above 20 per thousand of the popululnni to 15 per thousand. CANADIAN EXPORTS TO U. S.
