Phillips, one of Washington’s | prominent in Masonic circles, died yes- | terday morning_at the age of 74 years at his home, 510 C street northeast, after an illness of about a year. Mr. Phillips was born in Cornwell, England, and came to the United States when he was 17 years old, going first to Nevada, where he worked in a gold mine. Later he came t» Washington and was employed, for several years in | the Government Printing Office. He established a coal business, which he conducted for about 40 years, in the northeast section of the city.
