RICHMOND, Va., September 26.-= The revised rehabilitation plan for the Pacific Mutual Life Insurance Co. provides for a reduction of benefits under non-cancellable policies of from 8 to 10 per cent, but would protect all other contracts in full, the ine surance division of the State Corpora« tion Commission was informed today. George A. Bowles, superintendent of insurance, said the plan was filed in Superior Court, Los Angeles, Calif , and an order had been issued giving any objectors 20 days in which to reply. Under the new proposal the new company reinsures and takes over assets of the old and assures protec- tion of all policies except the non- cancellable income policies. NEW YORK COTTON By the Assoclated Press. NEW YORK, September 26.—Cot- ton was higher today on buying at- tributed to a constructive view of overnight developments in connection with the devaluation of the franc. December advanced to 11.94, or 16 points net higher and closed at 11.88. The general market ended barely steady, but from 7 to 14 points net higher. After opening steady at an ad- vance of 5 to 7 points, the market showed some further irregularity at- tributed to technical readjustments, but quickly turned upward on trade demand and covering. Houses with French and continental connections were reported among the early buy- ers. While the market encountered considerable hedging, it appeared to be readily absorbed. Closing quotations were 5 to 6 points off from the best under in- creased hedging in late trading. Prospects for rain and colder weather in the Western belt over the week end seemed to have brought in some buy- ing during the morning. The mar- ket showed indications of an improved technical position following recent liquidation. The amount of cotton on shipboard awaiting clearance at the end of the week was estimated at 37,000 bales against 77,000 last year. The range Iollo\\s Ul Gi; sieady: middin. Cottonseed . Epecial Dispatch to The Star. NEW YORK, September 26.—In its weekly summary of the general busi- ness situation, the Standard Statistics Co. of New York currently comments as follows: ‘The index of machine tool orders and shipments has been in & major uptrend since March, 1933. From the low level of 7.4 reached in that month, the composite index has advanced to 150.1 in July, 1936. This phenomenal rise over a period of three and one- half years has been reflected in a re- turn of machine tool industry opera- tions to a profitable basis. But its significance does not stop there, for the extremely sensitive index figures have proved an accurate indicator of the general level of activity in the so-called heavy machinery, or capital goods, lines. During August, the index reacted somewhat to a level of 1275, but ex- amination of the record indicates that incoming orders, nevertheless, were being received at & highly satisfactory rate.
