Bates, 69, of 655 Morris place north- east, an employe of the Bureau of En- graving and Printing for 18 years, will be held tomorrow et 2 p.m. at the home. Burial will be in Congressional Cemetery. Mr. Bates died Friday after a short illness. He was a native of Washington, the son of James G. and Hannah Bates, who were among the first settlers of Southeast Washington. His father founded the first jewelry store in that section more than a century ago. Mr. Bates was in the clock repair business most of his life and had charge of time-keeping equipment at the governmental bureau. He is survived by his widow, Mary Ellen; three sons, Arthur, Walter and Ralph Bates, and a sister, Mrs. Mat- thew Clark, all of Washington.
