" INVESTHENT DROP LOWEST SIEE 5 Sharp Decrease During Week Laid to Reserve Banks’ Heavy Buying. Special Dispatch to The Star. NEW YORK, December 6.—Judged by the averages, the investment market during the past week dropped to the low- est level since 1925. This decline came at a time when the member banks of the Federal Reserve System were al- legedly making heavy purchases of bonds. Since February the account for the Reserve System has increased close to $1,000,000,000. But this is not as it seems at all, because in common with all investing institutions at the present time the Federal Reserve Banks have confined their buying to short-term high-grade securities such as United States Government bills, the nearer maturities of prime municipal obliga- tions, early dated rail equipments and a highly selected group of corporate short-term paper; and such issues are not reflected in the averages at all. Money Rates Remain Low. Money rates remained the bottom and the supply of money available made it apparent that they will remain low well into 1931. ‘The index of 30 domestic bonds as compiled by Standard Statistics repre- sents a typical cross section of the in- vestment market, excluding municipals and Governments. This figure wound up the week at 96, the lowest point reached since this index was first com- ed, which means that the general vel of the market is lower than it has been since 1925 or before. The chief reason for this is the sharp slump in industrial bonds, in which group there have been many casualties. Ten indus- trial bonds ended the week at 88.3 as against 89.1 last week and lower than the minimum figure for 1926, 1927, 1928 and 1929. ‘Those much maligned bonds of the railroads, which have suffered severely all year the steady stream of poor earnings , stand today at 100.5, an index of 10 typical issues, against 102.2 a week ago. To equal the present figure, one must go back to October, 1929, when heavy forced liquidation drove all types of bonds out of line with the market. Public utilities put on a much better performance this week. ‘They actually advanced a little, as mtb:’ the index b:fn.lon tgp\ul h; sues, figure now , agains 99.1 last week. Nevertheless they are within 1-10 of a point of their low level of the year registered in May. Selling of Rail Bonds. ‘The week’s heavy selling of railroad securities came on Thursday and Fri- day and was attributable to poor earn- ings reports with the necessity of selling bonds to raise cash either for the of buying stocks or of sup- margin accounts. In the in- dustrial list there were a few new de- velopments, such as the default of Ken- tucky Fuel Gas first 6l2s of 1924 and of Consolidated Te: Corpora« tion first convertible 8s of 1941. In the new capital market there was & total of $80,440,000 of new bond of- ferings, compared with $46,874,000 last week and $169,158,000 in the compara- ble, 1929, week. However, apart from the municipals and short-term high- grade stuff, the market showed lessened ability to absorb these flotations, and dealers’ nhzlve;r o ‘. been virtually bare at beginning of the week, still had some of the new offerings left as the week ended. Argentina effected a substantial saving by sending its in- terest and sinking-fund money in gold, taking advantage of current exchange. ‘The situation in France caused some mervousness, and French issues showed monetary heaviness, but this was cor- rected when the London market failed to take seriously the fall of Andre Tar- dieu’s cabinet. Australian bonds were strong all week. Despite the poor performance of the bond market, dealers are far from be- downhearted and look for great thi from the increased circulation of money during the Christmas season and the large amount of funds that will be seeking reinvestment at the year end. Retail trade expanded moderately this week, stimulated by cold weather, holi~ day shopping and sales advertising, the mercantile reviews report. Irregularity is in evidence in different sections, but taken as a whole, sizable gains are shown. Commercial failures for the week were exceptionally large, number- ing 598, compared with 455 in the like 1929 period. However, bank clearings recorded substantial improvement, total exchanges being the largest in several weeks. Decline from 1929 period for 22 leading cities was 23.8 per cent, against average drop of more than 30 per cent over the past several weeks. New York City clearings were 24 per cent smaller, whlée outside centers declined 23.3 per cent. Corporations announcing dividend omissions_or reductions over the past day are Borg-Warner, Noranda Mines and National Investors. An increased special dividend was declared by Mar- lin-Rockwell. Chain store November sales figures continue relatively unta- vorable contrasted with the showings of earlier months of the year. Leather and shoes.—October output of boots and shoes totaled 27,353,255 pairs vs. 20,334,302 pairs in September and 37,191,043 pairs year ago, Com- merce Department reports. Oil.—Leading Venezuelan crude oil producers recently reduced output by 10 per cent or more in co-operation with curtallment movement in this country. Railroad.—October net railway operat- ing income of class 1 railroads totaled $112,251,002, decline of 26.7 .per cent from year ago. Gross revenues for month were $483,454,738, drop of 19.4 per cent from 1929 month. For the first 10 months of 1930 operating in- come amounted to $772,440,930, decline of 30.7 per cent from 1929 period, while gross revenues ‘totaled $4,566,237,799, a decrease of 11.6 per cent.
