Kellogg, former Secretary of State, ex- pressed a hope last night that the Lon- don Naval Conference would resuit in # reduction of armaments, not an in- erease toward parity. At the same time, in an address be- fore the League of Political Education in Town Hall, he pleaded for the en- trance of the United States into the World Court. “I know the people of this country | are hopeful for the success of the Lon- | don lerence,” he said, “but I be- | iieve it would be unfortunate if there should be a general increase in the ag- | gregate armaments of the world in- | stead of a decrease. | “Increase of armaments of the big | naval powers will not meet the situa- tion, It will not convince the world of | our intention to keep peace. It will not meet the frequent pledges of nations | since the World War to reduce arma- | ment. It will not prevent competitive | building. It will go far to maintain the whole system of balance of power, of military alliance and of maintenance | of peace by increasing armament.
