OL WHARE PLANS Commission Goes on Record | Against Present Change in Zoning Laws. ‘The National Capital Park and Plan- ning Commission at the closing sessions | of its January meeting yesterday, sought to block the granting of a permit to the | Sun Oil Co. of Philadelphia to construct | a wharf above the Key Bridge at Ross- Iyn, Va, and went on record as being | opposed at this time to a change in the | zoning law, either to permit ‘greater | elevation of apartment houses by a se- ries of setbacks or to provide for a board of appeals or adjustments, | ‘While recommending against a change | in the zoning regulations, the commis. sion said it appreciated the greater at. tractiveness and some of the advantages | that would be afforded by the design | submitted on behalf of the operative builders. The commission took the po- | sition that a change at this time would | result in unsound zoning and tend to be a detriment to the possibility of apart- ment house development in the old sec- tions of the city, Capt. E. N. Chisholm. | ir. the commission engineer pointed out. The commission likewise opposed any change to add to the cubage or cubic feet content in apartment house construction. In attempting to block favorable ac- | tion on the granting of a permit to construct the wharf at Rossiyn, the | commission said 1t would request the | chief of Army engineers, Maj. Gen. Lytle Brown, who is ex-officio a member of the commission. to withhold the is- suance of a permit. Further, it will advise the Arlington County, Va., com- missioners as to their recommendation on the issuance of a permit and the commission will also ask the county commissioners and Zoning Commission 'to rezone the area in question from commercial, which it now is, back to residential. The commission, after discussion, of- ficially adopted the newly-designed seal, which is the work of W. T. Partridge, its consulting architect. George Wash- ington University authorities and the American Instityte of Architects were thanked for submitting a proposed plan in perspective, relating to the projected Roosevelt Memorial Stadium. Five other men, believed implicated in the killing f McNamee, also are under arrest.
