"ENGLAND INVITED | N TRADE UNON Irish Free State Also Is Asked to Take Part in Briand’s Project. By the Associated Press. GENEVA, September 7.—The French delegation announced tonight that both England and the Irish Free State had been invited to a meeting on Monday arranged by Premier Aristide Briand to discuss his project for a European economic confederation. Reports had been current earlier in the day that only continental countries would be asked to attend. ‘The British delegation said that Brit- ain would accept and would be rep- resented, probably, by President Gra- ha#m of the board of trade. Partici- pation by the Saorstat also was likely. It was understood that M. Briand was to refrain in every way from seem- ing to impose any plan of unity upon Europe. His present idea is to ask for an exchange of views and perhaps for appointment of a committee to study the whole question. This committee would report to the next assembly of the League of Nations, if not before. Participation by England in the pre- Mminary discussions was deemed of im- portance as showing that the project ||| was not conceived to be limited to con- tinental Europe. England, United States, was belleved by many delegates to be desirous of avoiding po- litical entanglements on the contin- nent, and therefore was expected to exercise the greatest towltrd the proposed conferedation. ACCIDENTS ON CRUISER. Captain of Mississippi Reports Sailor Drowned and One Hurt. SAN PEDRO, Calif., September 7 () —Two accidents involving the per- ||| sonnel of the battleship Mississippi were reported here today by Capt. E. B. Finner, its commander. Capt. Finner's report said Allan Stoutberg, 25, a seaman, had fallen into tke harbor Wednesday and that the body had not been recovered. The explosion of a gasoline torch aboard the battleship sent D. W. John- son, a coppersmith, to the hospital. He was not expected to live. Addresses of the two sailors were not given. Envoy Delayed by Duties. By Cable to The Star. TEGUCIGALPA, September 7. — George L. Summerlin, American Min- ister to Honduras, whose appointment as Minister to Venezuela was en- nounced in Washington several days ago, will not leave to take up his new duties for some time. MANCHESTER, England, September 7.—England, recovering from a cotton mill strike and facing imminent prob- lems of a similar nature in railways, mines and ship building, is showing a rowing tendency to ban strikes and ockouts as instruments of {industrial policy. Employes and workers generally are coming into a; nt that force is an obsolete method of settling trade dis- putes and arbitration is coming to the fore. This tendency was greatly enhanced by the action in the Lancashire cotton trades trouble. Differences between cot- ton mill workers and employers were settled by arbitration. The cotton dispute caused a stoppage in 1,300 mills which lasted three weeks.
