Mistory has a peculiar way of re- peating itself and with curious re- g’sfls Discussion of the anti-war aties by the Senate foreign relations committee has placed President Cool- idge in the same position that Presi- | dent Wilson took on the reservation to Article X of the League of Nations covenant, irreconcilable group are standing ex- actly where they stood 10 years ago, arguing against moral obllgations in treaties that were not specifically de- fined. The difference today is that Presi- @ent Coolidge will not finally object much as he dislikes the idea of Senate interpretation of the Kellogg _treaty. And the pacts will be ratified. But the debate is none the less significant, be- cause it vindicates the position of those while the remnants of the | who believed in the ratification of the League covenant with the Lodge reser- vations. ‘The Senate foreign relations commit- tee wants to have a resolution passed interpreting the treaty. ~It will not be a reservation, for it will not be attached to the treaty itself and made a part of the resolution of ratification. It will merely .be an expression of opinion by the Senate and will corre- spond to the expression of opinion by the British foreign secretary in his note to Secretary Kellogg preceding the sign- ing of the treaty. It is an open ques- tion whether the diplomatic correspond- ence that preceded the signing of the treaties has any bearing on the right of a nation to exercise the freedom of action in an emergency, as outlined in those notes. So it is doubtful whether jthe Senate resolution, if adopted, will be construed as a part of the under- standing with respect to the anti-war treaty. Mr. Coolidge takes the view that any reservations or even a Senate resolution of opinion which interprets what shall | be done in the event that the anti- war treaty is broken is an academic question and the mere fact of inter- pretation in advance is a weakening of the moral value of the treaty. “In other words, since the treaty binds the nations of the world not to use war as an instrument of national policy there is no need to legalize now 2 breaking of that pledge by providing what may be done in case of defensive war. Mr. Coolidge thinks there is greater value in assuming that the Kel- logg treaty binds nations not to go to war and that unless there is an ag- A I THE SUNDAY STAR, WASHINGTON, D. gressor there can be no defensive war circumstances. Mr. Wilson felt that the reservations to article 10 weakened that part of the covenant, and would not accept them. ‘Those opposed to him insisted that the covenant would bind America to co-operate in assisting the states at- tacked, but Mr. Wilson said no such obligation existed. Mr. Coolidge in- sllsl:’ no similar obligation now is im- plied. The Senate probably will by two-thirds vote accept the Coolidge view today whereas 10 years ago it was not ready to follow Mr. Wilson on the same line of reasoning. Times are changing and the pro-league followers may derive much encouragement from the attitude of the Senate if it adopts the anti- war treaties, though at the moment there is no sign of revival by any group of the old idea of membership in the league. CHICAGO, December 15.—For the murder of her 4-month-old baby daugh- ter, Mrs. Catherine Zalis, 21-year-old mother of two other babies, must spend the remainder of her life in the State hospital for the insane at Elgin unless she becomes cured. A jury yesterday convicted her, but found that she was insane at the time of the murder last April and was still insane, recommending her commitment to the State hospital. The judge acted on the jury's recommendations and or- dered the young mother taken at once to Elgin. A 3-week-old baby, born while the mother was in custody, and another tot only a year and a half old will be taken from the mother. She was ac- cused of smothering her other baby “because she cried too much” and then burning the body. China Gauges Illiteracy. In China a person able to read only one or two thousand characters is nevertheless considered to be illiterate, for the reason that he is still unable to read an ordinary book or newspaper, says the Gas Logic Magazine.
