Edward M. Markham, former chief of Army engineers, has been sent to Hawail on a special mission con- Il | nected with the Army's $7,000,000 de- fense program for the islands. As a personal representative of Sec~ retary Woodring, he will survey the engineering projects in progress there and report his findings to the War De- partment general staff. : His recommendations may form the basis of new plans for strengthening military and naval defenses in Hawaii —=& program advocated in high Army quarters because of unsettled condi- tions in the Far East and the ap- proaching grant of independence to the Philippine Islands. Survey to Take Six Months. Markham left immediately after completing a four-year term as chief of Army engineers on October 18. At that time he reverted to his permanent rank of colonel from the temporary grade of major general. His work is expected to require six months. Although the Hawaiian Territory is a naval base as well as an important Army post, Army engineers are re- sponsible for most of the technical work of maintaining and strengthen- ing both types of fortifications. Cost $6,776,000 at Least. They are in the midst of a three- year program of developing defense works there. A minimum expenditure of $6,776,321 is contemplated, and Congress already has appropriated more than half of this sum. ‘This work involves not only the con- struction and maintenance of fortifica- tions, but the development of high- ways, utilities and harbor facilities. Proposals recently have been made to relocate certain docks to help relieve congestion in Honolulu Harbor and to deepen the channel for the Pear] Har- bor naval base. —_— MAN HELD IN SLAYING OF MOTHER RULED SANE Virginia Prosecutor Will Move to Have Hospital Inmate Face Arraignment. By the Associated Press ROCKY MOUNT, Va, Nov. 4— Commonwealth's Attorney C. C. Lee said yesterday he would ask for a court order for removal of Woody Nowlin, now an inmate of the Southwestern State Hospital at Marion, to Franklin County to face arraignment on a charge of murdering his mother in January, 1928. The commonwealth’s attorney said he had received a communication from | Dr. George A. Wright, superintendent of the Marion Hospital, declaring that | he believed Nowlin was now of bal- | anced mind. | Nowlin was indicted, according to | Mr. Lee, on a charge of breaking his | mother’s neck with his hands, resulting in her death. BENHAM. —Associated Press Photo. CUMMINGS AIDE ENDSLONG CAREER William R. Benham Honored on Retirement -After 38 Years’ Service. Retiring after 38 years in Govern- ment service, Willlam R. Benham, & special assistant to the Attorney Gen- eral in the Anti-Trust Division of the Department of Justice, was presented with a watch and other gifts at a ceremony yesterday in the department. The presentation was made by Wendell Berge, also a special assist- ant, who read a message from At- torney General Cummings praising Mr. Benham’s service. Mr. Benham was born here June 6, 1868, and his first Federal position was in the Government Printing Office, where he went to work on January 12, 1889. In May, 1902, he was appointed deputy clerk of the United States Court in Territorial Oklahoma, and on June 26, 1908, was made a special agent in the Bureau of Investigation. Mr. Benham occu- pied this post 15 years until on Oc- tober 16, 1923, he was named as a special assistant to the Attorney Gen- eral. In an unusual procedure, President Roosevelt, on June 15, 1937, issued an executive order bringing Mr. Benham under the Retirement Act on the recommendation of Attorney General Cummings who told the President, “I earnestly feel that persons who de- vote an entire lifetime to Government service should be entitied to some benefits and protection for future years.” Mr. Benham has figured impor- tantly in anti-trust investigations. The National Highway Users’ Con- ference estimated yesterday that one- sixth of the total taxes collected by all divisions of government come from ownership and use of mo%or vehicles.
