Oils Irregular. $7 the Associated Press NEW- YORK, Nov. 4—Curb stocks, after a sharp break in early trading, recouped most of theif losses today, and at midafternoon fractional c¢hanges in both directions were rul- ing the list. There were exceptions. Near the final hour Great Atlantic & Pacific Tea was selling 10': lower, Pitts- burgh Plate Glass off 312, Aluminum Co. off 3 and Sherwin-Williams off 2. Also JTower were Montgomery Ward A, Pan-American Airways, Pennroad and St. Regis Paper. Up fractions were American Cyana- mid B, Cord Corp. and United Wall Paper. Oils were irregular. Gulf Oil and Pantepec -Oil were a shade higher, and lower were Creole Petroleum, International Petroleum, Sunray Oil and Venezuelan Petroleum. Ruling strong all day and failing to participate in the early break were Lake Shore Mines and Pioneer Gold. Niagara Hudson and Northern States Power A tilted upward among the utilities, while down a shade were Electric Bond & Share, United Gas, Standard Power & Light, Arkansas Natural Gas A and American Gas & Electric. Special Dispatch to The Bta NEW YORK, Nov. 4—Various ex- | planations were offered, more or less plausibly, for the decline in the stock market following the holiday, but the result of the elections was not one of them. As a matter of fact, the major contests were in line with ex- pectations, The defeat of the Committee Jor Inqustrial Organization candidates in those municipalities where that or- ganization figured ought to have been encouraging to those who stand in chronic dread of renewed labor trou- bles. It is not the reflection in the voting of a change of sentiment in the country at large that is needed to cheer up Wall Street in particular and business in general as it is con- vineing evidence of a change of policy in Washington. As has been stated before, there is the best of reasons for believing that the two taxes most obstructive to capital investment, that on un- distributed profits and that on capi- tal gains, are scheduled for modifica- tion at the next session of Congress, but until this 1s stated officially and publicly, understandable doubt per- sists. The news tickers yesterday car- ried reports that the program as agreed upon between the President and the Secretary of the Treasury did not call for any important change n the surplus profits impost. A good deal of attention was paid to the forecast of the Bureau of Agri- culture Economics, which was to the effect that the present recession in business may run well into next year and that industrial activity in 1938 will average below the 1937 Ilevel. Importance was attached to this analysis because it emanated from a Government agency and was in dis- agreement with other and more cheer- ful prophecies given out in Washing- ton. In some quarters, criticism was heard of a policy which permitted the giving out of pessimistic forecasts on the ground that it would accentuate the slump. In the opinion of this writer, the point is not especially well taken. We are neither going to talk ourselves into mnor talk ourselves out of depression. There is always the temptation to take the side which best suits one’s political sympathies, but that doeS not help either. The business man will be well advised who relies on the facts as they become evident to him and disregards opinions ventured by those who have a position to maintain. This is a 6 per cent increase over the September record and represents approximately a 9 per cent average gain in sales for the first nine months of 1937, as compared with the same period of 1936, Hardware Age said today in its semi-monthly hardware market summary. Preparations for Christmas holiday selling hgve eased slightly although the general trade opinion is that holi- day business will be very satisfactory. CHICAGO, Nov. 4.—Retall adver:is- inglineage for this year through October 23, was 4.4 per cent greater than the corresponding period of last year, according to a report released here today by Advertising Age, na- tional advertising newspaper. This report, based on tabulations covering 80 important cities, shows a total of 852,319,000 lines of retail display for the reported period against 816,427,401 lines for the comparable period of 1936, the gain amounting to 35,892,499 lives. Against 1935, this year shows a gain of 10.6 per cent. Due to an abnormally large week last year when a 10.1 per cent gain was shown, retafl display for the week ended October 23, 1937, dipped sMightly to 23,814,265 lines, 209,902 lines or 0.1 per cent under the 24,024,- 167 total for the corresponding week in last year.
