Extensive improvements have been eompleted at the Central Branc. of the American Security & Trust Co, Seventh street and Massachusctts| avenue N.W., the lobby having been substantially enlarged and much ad- ditional space provided for the officers, as well as for patrons wishing to open | new accounts. The changes were ne- | ec:sitated by increased business. The tellers’ cages have been en- larged and furnished with modern steel equipment, including low steel partitions. All offices have been equipped with the latest type of fur ture, with decorations made to harmo- nize in color. The three floors of the building occupied by the bank have been renovated and redecorated, add- ing to the service facilities of the safe deposit, foreign exchange and other departments. The Central Branch, was originally | the main office of the Home Savings| Bank, which was merged with thr“ American Security & Trust Co. in| 1919. Edward E. Swan, Richard E‘ Harris, Charles C. New Insurance Program Urged. William P. Worthington, superin- tendent of agencies of the Home Life Insurance Co., New York, told more than 200 members of the District | « Life Underwriters Association at the November lunch- eon, at the Wil-| lard Hotel this noon, that they | should have a new and very definite program for selling insur- ance. He likened insurar:ce men to authors and pro- ducers of the best books or best plays of the year. He declared that | authors do three | things. They uncover a problem, work out a solution, and make the char- acters want to solve the problem. The modern underwriter must do the same things for his clients that the author or playwright does for his audience: (1) Uncover the problems in every life situation that life insurance can solve. | (2) Work out a plan for the best pos- sible solution to those problems. (3) Bring the client a full understand- ing of both the problems and the solution so that he will want to solve the problems. If the client wants to solve those problems he will buy the life insurance plan that will be a posi- tive solution. But if he does not want to solve the problem, he will not buy no matter how hard some one tries to close a sale. President Paul H. Primm presided at the luncheon, the second of the present season. Brief committee re- ports were also presented. Equitable Officers Elected. ‘Walter S. Pratt, jr., was re-elected president of the Equitable Co-oper- ative Building Association at the an- nual meeting, held late yesterday. Other officers were also re-elected, in- cluding Harry G. Meem vice presi- dent; Gilbert Grosvenor, vice presi- dent; Edward L. McAleer, secretary, and J. Harold McDowell, assistant sec- Tetary. President Pratt presented the com-v pany’s fifty-eighth annual report and | was very enthusiastic over business during the past year which, he said, proved the best in the Equitable’s his- tory. Assets have passed the $7,000,000 mark, he said, adding that there had been an expansion in loans and that all other departments had made sub- stantial progress. The meeting was held at 915 F street N.w,. Mathews Arouses Bankers, George C. Mathews, member of the Becurities and Exchange Commission, aroused great interest in ‘an address before the Investment Bankers Asso- eciation yesterday, when he urged closer co-operation of investment bankers in the Government’s attempts to regulate the securities business. Delegates expressed surprise at his address which, they said, differed ‘widely from “lectures” other commis- sioners have given at previous con- ventions. Mr. Mathews declared that the of the commission are to “provide full information, eliminate fraud and manipulation and keep movnig the mechanism of a free and open market.” Commissioner Mathews declined to discuss the recent stock market trouble, saying it was too scon to appraise the situation accurately. He also avoided Wall Street claims that ‘Government regulation has hurt the securities markets. Edward B. Hall, association presi- dent, told the 600 members that many recently planned new issues may have to be abandoned because of unsettlement in investment markets. Heard in Financial District. ‘The American Telephone & Tele- graph Co.s announcement of the calling for redemption at par on Jar- uary 3 of the outstanding $12,923,000 4% per cent convertible bonds due July 1, 1939, was of special interest here. While many were unable to regain the ground lost in the " previous session, a quiet last- minute rally aided leaders to finish with modest gains. Steels and motors flopped at the opening. There was a midday upturn, in which the worst sufferers sub- reduced their declines. Another dip came after goon, but dealings slowed appreciably. In the closing hour the principel steel and outomotive issues received support. Utilities tilted forward and some nibbling was evident in rails and other selected stocks on the thought vesterday’s washout may have been a little too severe. At the same time commission houses found their customers had small ap+ petite for enlarging commitments on the upside. - Clouding sentiment, it was thought, were further doubts about revision of disputed tax laws. Factors also were falling steel mill operations, declining freight loadings and electric power output, and spottier corporaton profits. ‘Transfers were approxmately 1,500,- 000 shares. Bonds and commodities, on the whole, continued to point downward. There was another break in coffee futures. Wheat at Chicago was off 113 to 2% cents a bushel and corn was 15 to 1 lower. Managing to post advances on the belated revival were U. S. Steel, Beth~ lehem, Youngstown Sheet & Tube, Chrysler, General Motors, U. S. Rub- ber, Boeing, Douglass Aircraft, Amer- ican Telephone, Western Union, Con~ solidated Edison, Electric Power & Light, Public Service of New Jersey, Standard Oil of California, Sanat Fe, New York Central, Southern Pacific, Southern Railway, Allis Chalmers and International Paper & Power pre- ferred. NEW YORK, Nov. 4—A total of 602,700 workers were employed by the steel industry in September, a reduc- tion of one-tenth of 1 per cent from the 603,100 working in August, the American Iron & Steel Institute an- nounced. Steel production fell 11.8 per cent between the two montha. 5 September steel production totaled 4,301,869 gross tons, againat 4,875,671 in the preceding month. September steel pay rolls at $86,- 161,000 fell 7 per cent under the $92,- 663,000 for August. Average hourly earnings in September fell to 84.3 cents: per hour, compared with 86.1 cents in August, largely because reduced op- erations eliminated much of the over- time work for which most of the com~ panies pay time-and-a-half, the in- stitute said. The number of workers employed in September topped the 527,000 work- ing in the like 1936 month by 14 per cent. PRICE OF LEAD IS CUT . $5 A TON SECOND TIME Ex the Associated Press. NEW YORK, Nov. 4—The seeond reduction of $5 a ton in the price of lead in two days was announced today by leading producers. The new price is 5 to 5.05 cents a pound in New York and 4.85, St. Louis basis. Companies announcing the cut in- cluded American Smelting & Refining Co., and St. Joseph Lead Co.
