E-10 THE EVENING STAR, WASHINGTON, 105 (e KIRSHIP PROGRAM ADVISED FOR .S, Air Commerce Planning Unit Proposes Military and Commercial Action. Undeterred by the Hinderburg dis- aster, the Air Commerce Planning Committee of the Commerce Depart- ment’s Business Advisory Council has tenewed its recommendation for a military and commercial rigid airship program for the United States. The program calls for immediate teconditioning of the U. 8. 8. Los Angeles for training of military and tommercial airship crews, construc- ijon of an ocean-going commercial 'igid airship to alternate with Ger- man airships in trans-Atlantic serve kce, construction of two Navy air- thips, one for training and one for rxperimental purposes, and the de- relopment of an East Coast terminal lor use by commercial trans-Atlantic irships. t the same time Secretary of Com- nerce Roper announced the creation 'y President Roosevelt of an inter- lepartmental committee, headed by Secretary of the Interior Ickes, to fetermine a Federal policy concern- ng sale of helium to Germany and Ither countries for commercial air- thips. This committee, composed of ‘epresentatives of the State, War, Vavy, Interior and Commerce Depart- nents, is expected to confer at once vith Dr. Hugo Eckener, now aiding she Federal investigators in their itudy of the Hindenburg accident. Advocates 5-Point Program. ‘The Planning Committee, in its re- rort to Secretary Roper, advocated a ive-point “immediate action” airship srogram: That the national policy toward tirships should be to undertake fur- her construction and operation of ‘igid airships in commercial and naval ervice, and this policy should be mmediately publicized, recognized ind vigorously prosecuted. 2. That the Navy Department con- dnue as the service department, tharged with the development of nilitary airships. “3. That the Department of Com- nerce, which is now charged with ping and air commerce, be also ged with the execution of the mercial phases of the above “4. That the above agencies, to- ther with other governmental agen- directly or indirectly concerned, d immediately to present to he next Congress requests for such egisiation and appropriations as may ‘e required to carry out this policy. “5. Pending the Navy's acquisition € a modern training airship, fly the ©s Angeles and resume training of taval and commercial personnel.” Program of Construction. The committee further recommend- d that as soon as enabling legisla- iion and adequate private and Federal unds can be obtained, that the follow- ng four-point construction program )e undertaken: - An East Coast terminal for use v, commevcml transatlantic airships. . The first of the commercial ‘.:m airships to alternate immedi- itely with foreign service. 3. The moderate-sized Navy rigid hip for training purposes. 4. One smaller experimental Navy Rockville Overpass State’s Nomination For Steel Award By the Associated Press. BALTIMORE, May 20.—The new grade crossing elimination bridge at Rockville will be Mary- land’s nomination for the awards offered annually by the Steel In- stitute. The State Rmds Commission approved yesterday the plan to submit the design and drawings of the Rockville structure to the institute for consideration. airship as a step in the development of promising types.” The program is substantially the same as that advocated in a prelimi- nary report made by the committee last July. In support of its program the com- mittee characterized the lack of light- er-than-air activity in the United States as “unfortunate” and said that “American indifference” apparently is due to “lack of information in the public mind and, what is more im- portant, to overemphasis of the mis- fortunes which have accompanied the operations of military and naval air- ships.” The new Interdepartmental Helium Committee, Roper explained, is at work on problems involved in the production of helium from federally owned Texas flelds for exportation and sale. The work of the com- mittee will be expedited, it was indi- cated, in view of the fact that Ger- many is speeding up the completion of a sister ship to the Hindenburg. The new airship is expected to be ready before the end of August to take the place of the Hindenburg in trans-Atlantic passenger service and is to be followed by two additional Ger- man airships. —_— Civilization Kills.
