ROCKVILLE, Md, May 20.—The Montgomery County Board of Com- missioners went into executive session today to discuss ways and means of providing another $100,000 for the county budget for the next fiscal year without raising the tax rate. Several commissioners have declared unequivocally against any increases in the tax rate, raised to $1.50 per $100 valuation in 1835, but have expressed themselves favorable to specific budget increases, explaining that increased revenues should result from new properties being placed on the tax rolls during the year. The largest increase is expected to be in the school budget, ranging from about $80,000 to $115,000, depending on the outcome of a suit by colored teachers for pay equal to that of white teachers. ING Police Pay Raises. A $10,000 boost 1n the police budget to provide a $25 a month pay increase | for county officers is another item to | be considered, while the health de- partment is asking $6,000 more, and the department of public assistance for about $5,000 more than last year. Other items in the budget are expected to remain about the same as last year. No indication has come from school officials as to what the recommenda- tions of the School Board will be, but | it has been estimated that about $25,000 will be needed for new teach- ers to accommodate increased enroll- ment. Another $16,000 will be needed to take care of the normal salary increment, restored two years ago. In addition to this $41,000 which the School Board will be forced to recommend, and the County Board to grant, another $37,700 is expected to be asked to provide a $100 annual increase for white teachers. In linc with a policy of bringing salaries of county teachers closer to the scale paid in the District, the Montgomery County Civic Federation and the| Montgomery County Teachers’ Asso- | ciation have urged the $100 annual increase, and it is expected the School Board will ask for it in its budget, bringing the total to $78,700 | above the $612,772 salary list of the current year. Colored Teachers’ Suit. Another problem facing the com- missioners is that of the colored | teachers’ suit. They are paid on a scale approximately 60 per cent of the white teachers. If they win their ers, another $32,000 will be added to the budget, and an additional $5,200 total of $115,000. | The $25-a-month pay raise for | county policemen, which would mean | approximately $10,000 more for the | commissioners to finance, would bring the police budget back to the esti- | mate of two years ago. The bill passed at the last session of the Legislature, authorizing the com- missioners to put the pay raise in ef- fect, has not yet been signed by Gov. Harry W. Nice. None of the com- missioners saw in that fact, however, any indication it would not be signed, &s more than 100 bills remain on his desk in the same status. Three of the commissioners, Frank H. Karn, Rockville; Robert D. Hag- ner, Bethesda, and Paul M. Coughlan, Silver Spring, who voted in favor of the bill several months ago, have in- dicated they still favor the raise. The other two, Charles E. King, Washing- ton Grove, who voted against it, and Richard H. Lansdale, Sandy Spring, who declared in favor of a retire- ment plan, have not declared them- selves on the issue. Ellicott Asks Increase. The increase of $6,000 asked by Dr. V. L. Ellicott, county health officer, is to provide an additional health nurse, & full-time dentist, additional inspec- tion service for restaurants and food stores and an additional office clerk. His budget this year is $38,500. The increase asked in the budget for public assistance, which P. In the long run, however, it is expected that paying physicians for services will effect a saving to the county. Under the present system, patients receiving public assistance are sent to the Montgomery County General Hospital at Sandy Spring, where the expense is met by the county and State. If the physicians are paid outright, most of the patients could be treated in their homes, sav- ing the hospital expense. Estimates of increase in revenues were not available today, but one commissioner estimated that $2,000,~ 000 has been added to the tax rolls since the tax rate was set last year.
