Heimann, executive man- ager of the National Association of Credit Men, in his monthly review received by the Washington Associa- tion of Credit Men today. The prac- tice of charging for check collections ; is confined largely to small banks in country towns, greatly needed, yet it is a matter of vital interest to all banks. Already the credit executive's views have stirred up more or less of a “hornets’ nest.” Manager Heimann would like to see the whole matter of bank service charges investigated by a joint com- mittee of bankers and credit experts. In the May bulletin he notes that in New York firms have been organized solely for the purpose of cashing checks, keeping their offices open long after the banks have closed for the day. He fears that these concerns may soon be engaging in other forms of banking. which will be unfair com- petition, since the banks are regu- lated by various State and national authorities that keep their business in very close limitation. Bank checks have come to be the most important currency in the Nation. so far as daity settle- ments are concerned, the credit offi- cial asserts, adding “There is little distinction between discounting bank checks when they serve as your currency or discount- ing currency. Obviously you would not expect to receive $4.90 for a $5 bill because in getting it changed you had to pay 10 cents for the privilege. A bank check is In practice, cur- rency. Directors of the Lincoln Service Corp.. industrial bankers, yesterday declared the regular quarterly divi- dend of 13; per cent on the corpo- yation's 7 per cent preferred stock and a 25-cent dividend distribution on the common stock. Both dividends are payable June 28 to stockholders of record as of May 31. The two issues were recently issued on the Wash- ington Stock Exchange. The host of holders in Washington of American Telephone stock will get their regular quarterly dividend of $2.25 per share on July 15. The stock of record date is June 15. Visitors to local board room today saw the most active New York stock market trading in two weeks. The morning trend was decidedly upward and the translux kept in constant motion. The only explanation for the sudden upturn was that the market had been “oversold.” Seaboard Rail Plans Pushed. ‘The first draft of a reorganization plan of the Seaboard Air Line Railway is scheduled to be submitted tomorrow to Judge Luther B. Way, at Nor- folk, Va. ‘The Federal Home Loan Bank Board announces that residential construc- tion plans increased 92 per cent in March over March, 1936. The volume was measured by the estimated num- ber of family units authorized by building permits issued in cities of 10,000 population or more. An interesting fact brought out by “Life Insurance week” relates to high percentage of the world's insurance owned in this country. Although it has only 7 per cent of the world's popu- lation, the United States has 70 per cent of the life insurance.
