C-12 K CITIZENS 0PPOSE JACOBS REPORT American U. Park Group Holds Recommendations Unfair to District. The American University Park Citi- gens’ Association today was on record as disapproving the report of the Jacobs Committee on Fiscal Relations. The group voiced its opposition at a meeting last night at American Uni- versity, declaring the committee’s rec- ommendations are unfair to the tax- payers of the District. In an analysis of the committee’s findings, Thomas E. Lodge, president of the Federation of Citizens' Associa- tions, told the association that if Con- gress adopts the suggestions, one of which eliminates the Federal lump sum payment, “either taxes of all kinds will be raised out of all reason, or we will have to finance the necessary operations and Capital expenditures | by bond issues.” Lodge said one bright spot in the report is that it suggests that residents of the Capital ought to have the vote ought to have the vote and should | have a closer control over their own | affairs. But at the same time, he | added, the report suggests a reduction in the power of the Commissioners. ‘The federation head pointed out the report is “theoretical” regarding the District of Columbia credits, but “minutely exacting” as to the credit to the United States. A request by the City Firefighters’ Association for favorable action on its proposal for adoption of the three- platoon system for firemen was again tabled by the association. The group decided that, in view of the Jacobs Committee recommendations, it would be useless to indorse the proposed system at this time. The three- pla- toon plan would call for increased expenditures, it was pointed out. The association was informed a post | office substation will be established in the American University Park section. Linnaeus T. Savage, president, in- structed the secretary to express the | organization's appreciation to City Postmaster Burke.
