MEXICO CITY, November 5—A hint that Mexico is contemplating resumption to some degree of pay- ments on her foreign debt, much of 1t owed in the United States, was con= tained in a statement by President Lazaro Cardenas to Congress Tues- day. He said: “Everything makes us think we are not far from attempt- ing satisfactory revision of our ex- terior debt.” The statement was made in con- nection with a request for authoriza- tion of a 50,000,000 peso (approxi- mately $13,750,000) loan for railway construction. An authoritative source said the | government was negotiating with its foreign creditors and hopes to get & substantial reduction in its $270,000, 000 funded debt as well as a reduc- tion or a possible cancellation of ac- | cumulated interest and a lower in- | terest rate for the future. | Resumption of payments, it was | #aid, would not include service on the | huge debt of the national railways. (Mexico's external debt went into default in 1914, Various funding agreements were reached between then and 1931, when default again occurred. ATHENS, Ohio, November 5.—A mine cage carrying 21 men to their | work plunged 40 feet to the bottom‘ of a shaft of Mine No. 255 of the Ohio Collieries Co. at nearby Dry- dock yesterday, injuring 14 of the miners. Hoisted to the surface, eight of the injured were taken to hospitals l(ter‘ they were found to have fractured legs | or ribs. Six others were severely | bruised as the cage plunged down- | ward and crashed at the bottom of the shaft. The regulation is designed to keep out criminals and to safeguard wealthy ‘Winter visitors. It applies to all employes of night elubs, any place that handles liquor or beer, amusement houses, hotels, apartment houses, delivery services, restaurants and bath houses, and to special policemen, newspaper boys, golf caddies, taxi drivers, charter boat operators and domestics. Persons subject to the ordinance must report to police headquarters within 48 hours of their arrival.
