Acting under directions from Com- missioner Melvin C. Hazen, Police Supt. Ernest W. Brown has taken up cudgels against noise makers. He has issued instructions to all | police' precincts calling for “strict en- | forcement” of rules against noise, and outlined details of the regulations. Meanwhile, Commissioner Hazen is preparing a list for membership on a committee he will name to pursue the campaign. Rules to Be Enforced. Maj.
