Boutelle will be in charge of co= ordinating Federal and State aviation programs and of aiding State avia- tion commissions, directors or boards, He also will work to prevent duplica- tions in the activities of the States and the Bureau of Air Commerce. Boutelle, a native of Nashville, Tenn., has been connected with avia- tion since 1917, when he enlisted in THE EVENING STAR, WASHINGTON, the Army Air Service. He was di~ rector of the Division of Aeronautics in Tennessee from 1931 to 1933, when he came to the Bureau of Air Com- merce here. For two years he was regional vice president of the Nation- al Association of State Aviation Of- ficials and was president of that or- ganization in 1933 Latin America Improves.
