' Barreit Prettyman’s statement that he had not held the naticnal economy | act inapplicable to che District schools, | the Board of Education yesterday set | up a method of procedure for married teachers to gain reinstatement in the school system. Several married teachers and clerks | who resigned because their husbands are employed by the Federal Govern- ment have asked that they be re- turned to their former positions. Affected One Case. i The board’s Committee on Person- | nel, headed by Mrs. Henry Grattan Doyle, took the cases under considera- tion after Prettyman had passed on the case of Mrs. Eva T. Honesty, who filed suit after she had been passed | over for appointment from the eligi- | bility list. Prettyman ruled that since she was the only eligible teacher on the list she should have been ap-| pointed, in spite of the fact she is married and her husband is employed | in Government service. He explained yesterday, but not w; the Board of Education, that his rul- ! ing was intended to apply in lhliw particular case and that the board | - was mistaken 1n applying it to all| teachers affected by the economy act. The board held that since the | women had resigned to protect the | positions of their husbands, they should now be required to file a written state- ment on what their husbands’ status will be in the future before they can be considered for reinstatement. Such | statements must come from the hus- bands and their superior officers. In addition, the teachers will have ! to resubmit their qualifications, as u? usually required of all those who have | Jeft the service and desire to return. Clerks’ Status Different. In the case of the married clerks, | they were instructed to make new applications for appointment just as if | they had never been in the service, since the board has no other prece- | dents or rules affecting clerks. The teachers involved are Mrs. Iola | R. Clark, Mrs. B. L. Brandon, Mrs. Sylvia B. Patterson, Mrs. L. W. Smith, , Mrs. M. E. Miltner, Mrs. Madeline C. | Lilly, Mrs. Alice D. B. Sinder, Mrs. | L. W. Smith and Mrs. H. F. Brun- house. The clerks involved are Mrs. L. M. Cobb and Mrs. Eunita Y. Taylor. The board also received and referred | to the Personnel Committee a letter | from Representative John J. Cochran, Democrat, of Missouri, and author of the economy act, expressing the opinfon that the act does apply to ‘Washington teachers. PROOF IS DEMANDED IN SCHOOL CHARGES Board Tells Union to Produce or Withdraw Charges Against Two Employes. “Put up or shut up” was the order given yesterday by the Board of Edu- cation to the International’ Union of Operating Engineers, who accused two school employes of blocking union ac- tivities and preventing other engi- neers from joining. Several months ago charges were filed against Henry Adams and Ben- jamin Mahoney, employed at Arm- strong High School, accusing them of using coercion *in obstructing local organijzation. ‘The board several weeks ago invited the accusers either to produce proof or withdraw the charges. Yesterday they went further and fixed a time Imit. The charges must be proved or withdrawn before March 6. ‘The board approved a supplemental estimate of $15,713.08 sent to the Dis- trict Commissioners for inclusion in the school appropriations for ad- ditional equipment for commercial classes in the high schools. The allotments among the schools follow: Central, $3,40825; Eastern, $1,392; McKinley, $2,813.65; Western, $3.020.05: Armstrong, $139.50; Car- dozo, $884.29; Dunbar, 3,215.60; Gar- net-Patterson, $78.40; Randall, $139.50; 8haw, $139.50, and Terrell, $482.34. Enrollment on February 6 totaled | 88,797, as compared to 84,792 on the | corresponding day a year previous, Dr. Frank W. Ballou, superintendent, re- ported. This is an iricrease of 4,005. FLAGS 0F_AL'L STATES PLACED IN AUDITORIUM Flags of all the States today were being placed in the new Government Auditorium and the adjacent Depart- ment of Labor, in preparation for | dedication exercises next Monday ! afternoon. Secretary of Labor Perkins and her staff were completing the program, | which will be the first to be held in the new auditorium, Acoustics of the new hall are said to be the finest of any Government | hall, as the walls and even the col- | umns are of a special acoustical stone, | composed of crushed oyster shells and | binder, which is said to prevent re- verberation.
