Ameri- | can Safety Razor got up some 3 points while Great Western Sugar, American | Sugar Refining, Continental Can and Loew's firmed about a point each Baldwin Locomotive preferred lost & points, and American Locomotive common was off a point. The closing tone was irregular. Transfers approxi- | mated 650,000 shares. The news, both political and eco- nomic, was a little spotty and most stock tradars were inclined to wait for further signs and portents before de | ciding whether last Monday's spurt was a flash-in-the-pan or an indicator of a genuine Spring upturn. ¢ The Baldwin Locomotive stocks had another sinking spell, the preferred llosing 5 points and the common vielded a point or so. American Loco- motive common fell nearly 2, as did U. S. Steel preferred. Union Pacific was off a point and small declines were shown by American Can, Case, U. 8, Steel common, American Tobacco “B,” | Sears-Roebuck, Montgomery Ward ané Pennsylvania. Such bell-wethers as | Consolidated Gas, Westinghouse, Du | Pont, General Electric, General Mo- tors, N. Y. Central and Santa Fe were about where they finished Wednesday. Further unsettlement in the loco- motive group, apparently based on a cloudy earnings situation. did not aid the bullish cause. In addition to tne pressure on Baldwin, some selling of American Locomotive followed pub- lication of the company’s snnual re- port showing 2 larger 1934 net loss than in the previous year. By the Associated Press. Secretary Morgenthau today out- lined a shift in Treasury financing | practices, from which observers drew the inference that the Government plans to borrow no new money on March 15—the next big flmncinmucomi—— date. was comparatively minor and believed to have been prompted by the cheap- ness of money. Morgenthau said the Treasury shortly will offer, for the first time, to sell nine-month bills on a discount basis. Heretofore, paper of longer maturity than six months has been sold at a fixed interest rate. Morgenthau said the usual weekly offerings of $75,- | jul 000,000 in six-month bills will be re- placed by a sale of $50,000,000 in six- month bills and $50,000,000 in nine- month bills. By this method, a total of $325.- 000,000 of new money will be picked up in the next three months, making it unnecessary to float a long-term issue for new money at the next quarterly financing period on March 15. However, it was expected a con- version offering of securities will be made then for maturities of $2,403,- 000,000, consisting of $528,000,000 in 2%, per cent notes and $§1,875,000,000 in called Liberty 4%s. The Treasury now has a cash bal- ance of $2,136,085,773. . METAL MARKET. YORK. February 21 (#.—Col electrolytic, spet and future, Tin' easier; spot and near- fature, 40'80."
