PUBLISHERS ASSALL POSTAL INCREASE Association Declares Reve- nues Will Be Decreased by Boosting Rates. The American Newspaper Publishers Assoclation yesterday sent the Senate Pinance Committee a warning that the increase in second-class postal rates would have “exactly the opposite ef- fect” from increasing revenues The committee voted faise the rates on second-cl which includes newspapers, to the rates which were applied in 1921 Smoot, said the pu given no opportunit; present their views and he had been instructed to place them before the chairman. Sees Opposite Effect. ment. “Because of lack of train service and the development of good roads, morn- ing newspapers are being forced to other channels for more economical distribution. “Newspaper publishers have sought no special favors from the Congress | during its consideration of the tax problem. They seek none now. But they do oppose a policy, which osten- sibly urged for the purpose of raising revenue, will only serve to reduce the Government’s revenues without reduc- ing its expenses correspondingly, and in- jure not only pubnshers but millions of | American citizens.” e, Betting in Ireland. The bulk of the betting business, however. originates in the small towns or remote | Some of these bookmakers | hamlets. have established a ‘“chain” business, with offices or agents in every com- munity. Social workers have come to the conclusion that the legalizing of | betting was an error, as a craze for | betting has been spread over the entire country. ' - THE EVENING STAR, WASHINGTON, D.
