St. Elizabeth’s Hospit another snag in the forwar buil program, with a straining the Bufld.lnl at the institution, ‘The dispute arose when the controller general's office took exception in the accounts of Homer Smith, disbursing gent of the hospital, to an item repre- senting compensation paid to Louis E. Sholtes and Isaac Tepper, a| the superintendent of St. Hospital as associate architectural engi- neers at $3,200 per annum. The ex- ception was taken, according to Mc- Carl, because the appointments were made by the superintendent of St. Elizabeth’s Hospital and not by the Secretary of the Interior. “Under the plain terms of the statutes of the Unl'ed States code, the power of the superintendent to appoint !m lo{u under St. Elizabeth’s Hospital ted to those engaged for the care ol the insane and laborers on the farm, and would not extend to the appoint- ment of engineers employed under the appropriation for the construction of the Male Receiving Buildin, the de- cision said.
