Although Mr. Ludlow had been in failing health for some time, his death was believed to have been hastened by the effects of smoke when he was as- sisted from his home less than two weeks ago, during a fire in one of the George Washington University buildings ld)olnlnl his apartment house. Mr. Ludlow was retired from his ition at the Department last June, 33 years after appointment as a clerk. He had been chief clerk since 1903. Mr. Ludlow is survived by his widow, Mrs. Mary Ludlow; a son, Jerome Lud- low; a daughter, Mrs. Phoebe M. Car- ter, and three brothers, Frank Ludlow of Washington and Harry M. and Fred D. Ludlow of Pen Yan, N. Y. He had been a member of Lebanon Lodge since 1888, during which time he had served as senior deacon, senior warden and worshipful master. He also was a life member of La Fayette Chap- ter, Royal Arch Masons. He was a mem- ber of the Association of Oldest In- habitants of the District of Columbia. COL. ISAAC C. JENKS DIES IN PITTSBURGH Former Chief of Third Corps Area Staff Succumbs to Pneumonia Attack. Col. Isaac C. Jenks, former chief of staff of the 3d Corps Area, with head- quarters in Baltimore, died of pneu- monia in Pittsburgh, Pa., yesterday at the age of 63 's. He was on leave at the time of death. Col. Jenks is well known in Wash- ington, which is part of the 3d Corps Area. His duties up to the time of his death constituted supervision over Na- tional Guard affairs in the area. He made his home in Baltimore with his wife and daughter. He was graduated from West Point in 1891, and was on duty in this territory for the past five years. Funeral services will be conducted at St. Margaret's Episcopal Church here Tuesday morning, with burial following in Arlington National Cemetery. THE SUNDAY STAR. WASHINGTO G. B. His first attack of paralysis, in December, 1928, had confined him to his home ever since. Although he was director of pub- licity at the Woodward & Lothrop es- tablishment for the last two decades, Mr. Ostermayer had been associated with that firm for 40 years. He was one of the founders of the Washington Advertising Club, and had become nationally known in advertising circles. He was a member of the Wash- ington Board of Trade. He attended the church from which he will be buried and was one of its founders. He also held membership in La Fayette Lodge, No. 19, F. A. A M. Besides his wife, Mr. Ostermayer is survived by a son, George B.
