The annual Midwinter meeting of the Board of Directors of the General Fed- eration of Women’s Clubs will be held here January 13 at the headquarters of the Pederation, 1734 N street. It is ex- pected there will be about 100 present from all sections of the country. Questions to be discussed include the unemployment problem, the White House Conference on Child Health and Protection, and Inter-American rela- tionships. The women will be received by President and Mrs. Hoover. There also will be a pilgrimage to the United States Naval Academy at Annapolis and a morning will be spent at the penal farm at Occoquan. Reception to Be Held. Members of Congress and their wives and other of the official and social life of the Nation's Capital will be received at a large reception to be given the evening of January 13 at the federation headquarters, once the home of Gen. Nelson A. Miles and at different times having housed wvarious foreign legations. Senor Manuel Freyre, Ambassador from Peru, will discuss “The Value of & Close Inter-American Spiritual Under- standing.” Dr. James S. Plant, director of the Essex County Child Guidance Clinic, Newark, N. J., will speak on the “Findings and the Significance of the White House Conference on Child Health and Protection.” Dr. Plant head- ed one of the more important committees in this conference. Dr. Lillian M. Gil- bretn, head of the woman's division of President Hoover's Emergency Commit- tee for Employment, will tell of the re- markable response she has had from clubwomen and present further ways of aiding in solving this problem. Business Session Planned. ‘The business sessions of the beard will begin the morning of January 14 and will continue over Priday with three sessions a day, the morning and after- noon sessions being devdted to routine business and the evening sessions being given over to outside speakers. These regular board sessions will be preceded and followed by smaller gatherings, in- cluding meetings of the Executlve Com- mittee, the Board of Trustees, Confer- ences of Directors, Presidents and De- partment Chairmen. Many of the direc- tors will remain over for the annual conference on the Cause and Cure of War, which immediately follows and for ‘whose delegates the Federation will give & large reception. The federation also announced last night that the merit of the work of the federation in educating its 14,500 mem- ber clubs and their more than 2,000,000 memsb:ers in the value of life insurance, n by the National As- | the sociatipn of Life Underwriters as shown by the creation of the Department of the American Family. . W. 8. Pritchard of Garner, Iowa, a club- woman for 35 years and for the past six years c of insurance education in the “Iowa Federation of Women's | Clubs, has been made director of this department. ESCOBAR, OUTSIDE U. S., SAFE FROM LAW Mexican Rebel Leader of 1929 Said to Be in Canada, Not Sought, Says Prosecutor. By the Associated Press. ‘TUCSON, Ariz., January 3.—United States District Attorney John Gung’l said today Gen. Jose Gonzales Escobar, leader of the unsuccessful Mexican re- volt in 1929, is safe from prosecution of neutrality violation charges as long as he remains outside the United States. El Paso attorneys for Mrs. Escobar Escobar, seeking annulment of ma and the impounding of $1,000,000 al- leged to have been taken by the former general in his flight from Mexico. The money would be held pending a prop- erty settlement. Mrs. Escobar alleged her husband was living in Montreal with a former wife, from whom he had not been divorced. He also is under indictment here in connection with his 1929 activities, in- cluding alleged illegal e from Arizona of arms and munitions. “Viola- MILLIONAIRE INDICTED WITH WOMAN IN SLAYING || Portland, Oreg., & Grand Jury Charges Murder of Mrs. Nelson Bowles, Wife of Man in Case. By the Assoclated Prese. PORTLAND, Oreg., January 3.—Two new indictments, charging Nelson C. Bowles, Portland millionaire, and Irma G. Loucks separately with the murder of Mrs. Leone C. Bowles, the former’s wife, were returned by the county grand Jury today. ‘The millionaire and his former sec- retary were charged jointly with the murder in a previous indictment, re- turned last Tuesday. Mrs. Bowles, 33- year-old society matron, was stabbed to death November 12 in Miss Louck’s apartment. Bowles and Miss Loucks de- clared she killed herself when she learned of their intimacies.
