Veterans' Administrator Hines replied yesterday to criticism that interest rates for veterans' loans were too high by declaring that rates throughout the country are below the maximum 6 per cent that may be charged. In New York, he said, the prevailing rate for veterans is 4 per cent, Cleve- land and Boston 5 per cent and all other regional offices 51; per cent.
