NEW YORK, December 20.—A be- lated rally in the utility shares gave the stock market a steady tone in quiet half-day session today, as profit- taking checked the advance in other sections of the list, particularly the Tails. ‘The market made substantial head- way during the first hour, but wavered toward the clos?, and assorted gains and losses, mostly narrow, prevailed at the close. The utilities had been largely neglected in yesterday's advance, opera- tors for the advance were able to bring them forward as reserves. The ralls encountered their violent advance of yesterday, and mostly closed heavy. Total sal's aggre- gated 1,025,000 shares. NEW YORK, December 20.- —P' & W. Grand-Silver Stores, Inc., has made ap- plication to the New York Stock Ex- change to list 163,856 additional shares of common stock. Of this total, 160,000 shares are in connection with the recent underwriting by a bank- ing group of $8,000,000 6 per cent I year Grand-Silver debentures, the pro- ceeds of which were used to acquire the Canadian units of Metropolitan Chain Stores and to give Grand-Silver addi- tional working capital. The remaining 3,856 shares to be listed are to take care of the recently authorized stock divi- dend. BUILDING REVIVAL LIKELY IN SPRING Construction Outlook Held Much Improved—Some Favorable Factors. Special Dispatch to The Star. CHICAGO, December 20.—The most favorable conditions in recent years promise to give impetus to a revival of normal construction activity by early Spring, -ccordln% to Nelson, Hunt & Co. of Chicago, who have just completed a Nation-wide study of the building sit- uation. The survey sald that available data indicated that the present decline in building had about reached bottom, and during the next few months residential building would probably take the lead in bringing about an upward trend. It was estimated that the construction total for 1930 will be from 18 to 20 per cent below that of 1929—not exceeding five and one-quarter billion dollars tor the entire United States. Important factors tending toward 1m- proved conditions and a confident ou look for the building industry were sum- marized in the survey as follows: 1. Construction cost reduced, now at the lowest level since February, 1923. 2. Ample funds becoming available for soundly conceived projects. 3. Wages of building craftsmen well stabilized. i 4. Building labor plentiful and its efficiency high 5. Definite trend toward better and more permanent building. 6. Growing development of intelli- gent co-operation and application of scientific investigation among builders— resulting in elimination of ill-considered speculative projects. 7. A definitely established trend of population toward urban centers— emphasized by 1930 census figures— tending to offset temporary conditions of overbuilding through AXLE DIVIDEND NEW YORK, December 20 (Special). —Directors of the Eaton Axle & Spring Co. have declared a dividend of 40 cents a share on the common stock, payable February 1, 1931, to stock- holders of record January 15, placing the stock on a $1.60 annual dividend | basis as compared with the $3 rate which has been paid in the past two years.
