During the year considerable progress has been made in filling these quotas. On June 30, last, there were 7,002 of- ficers and 32,316 men’ in the naval re- serve, as eomp-red with 6,078 officers and 29,053 men in June of the pre- vln"u_fl year. . e naval reserve appropriaf continues, bears all e:ppemup uon.u: nection with the naval reserve activi- tles, except uniform allowances and ordnance -equipment. The main items of expenses in this connection, he points out, are the following: Administrative naval reserve aviation bases, except th initial cost of airplanes; all flight exE penses in connection with naval reserve and Marine reserve aviation ] p‘y and -unmw of re- Tty e . LLug Guly, tn- drfllp-ytormembenormmm 'rhls appropriation for the fiscal year, he says, totaled $4,470,000, as compared with $4,075,820 for the pre- vious fiscal year. The increase was provided by Congress on account of chln(:a Iaurlnd ne in the train- of naval reserve student aviation yrilflm to become officers. These changes contemplated an increase in the num- ber of students to be enrolled for this training, from 45 to 157, an increase in the number of fiying hours for each :}‘l:den&from 92 to 218, s0 as to give 'm the same course in flight traini as is given members o!u it Navy. Admiral Upham says that members of the Class P-1 reserve are young men living in the vicinity of a naval reserve organization who are interested in the Navy and wish to become affiliated with it. Classes F-2, P-3 and F-4 are ex-service men who voluntarily join the reserve at the expiration of a pe- riod of active service. ‘The members of the Class F-1, he says, receive their training at regular drill periods, about 48 such drills be- ing held each year. These drills last for a period of about one hour and a half, during which time the men are given instruction paralleling, in so far as possible, that which they would re- ceive if actually on board ship. Each year a cruise of two weeks’ duration ing the cruise they are on active duty and perform the same duties as men of their rating in active service. Members of classes F-2, F-3 and P-4 have already served at least one enlistment in the Navy and are sea- soned men. They are not required to attend any drills nor to make any training cruises. The bureau chief declares that the department conducts a course in navigation, which is avall- able w all officers of the naval reserve and to en! men who are to take an enmknuon levr commis- sion. Reservists take this course volun- to provide the necessary books, tables, etc., at their own ex- pense. Four hundred and sixty-five re- servists have applied for the course thus far. Applicants for aviation training at Pensacola are given their primary struction at one of the fol 1our ; that is at Squantum, Mass.; Valley Stream, N. Y.; Great Lakes, I, or sma Point, Wash. Upon completion of this training successful applicants are sent to Pensacola and given exactly the same training as is given to officers of the regular service. Upon completion of the course at Pensacola, these applicants m com- missioned as ensigns in the Srining peviod of one. year o of one year. Upon completion of their training in the fleet they are returned to inactive duty. Between 60 and 70. officers are completing the Pensacola course an- nually. During the year 64 reserve ol— ficers were kept on training duty in the fleet. fficers qualified (or lvhtlnn duties, as was the case with the regular officers and enlisted men. < MEETINGS THIS WEEK.
