With a gala program the Columbia Broadcasting System will welcome to- night the latest link in its coast-to- ‘nem network—Station WDRC of Hart- lord WMAL will Join with its other Oolum- bia associates in broadcasting the spe- cial program, the feature of which will be an address by Gov. John H. Trum- bull of Connecticut. The musical por- tion of the program will be provided by the Cclumbia Male Chorus and Orches- tra, Paul Tremaine and his orchestra |1 and Ben Bernie and his orchestra. The Chicago Teachers’ Chorus, made up largely of teachers in Chicago Luth- eran schools, will take part in the regular Lutheran hour. The chorus will sing three numbers. Harrah of Havana, Cuba, Henry L. Stimson, Secretary of State, and Andrew W. Melhn. Secre- tary of the Treasury, to prevent the payment to Harrah of an award of | $350,000 made by the Cuban Govern- ment for the destruction of a railroad near Havana, owned by Harrah. The suits were instituted by Walter F. Smith of Washington, Edgar W. Mec- Cormack of Washington and Cuba, and the Juan Ulloa y Ferro Co. of Havana, which claimed to be entitled to inter. ests in the award. Justice Bailey held that the Secre- tary of State has a discretion in the matter and until he has acted the Secretary of the Treasury cannot act. The action of the, Secretary of State may not be controlled by the court prior to the exercise of his discretion. As to the Ulloa claim, the court sald, it would not lend its ald to its en- forcement and in the matter of the other two claims declared there was not shown to be an equitable len to justify the court in assuming juris- diction. Harrah was represented by Attorneys Kenneth N. Parkinson and David A. Pine, while United States Attorney Leo A.
