PARIS, Frante, December 11.—The League of Nations Preparatory Disarma- ment Commission, in which the United States has been participating, has suc- cesstully terminated its five years of ef- fort to draw up a general disarmament treaty. This draft will now be sent to all interested governments, and it is considered certain that the League Council, when it meets in January, will at last set a date for the general dis- armament conference. This date will be either at the end of 1931 or early in 1983, probably the latter. Qreat Britain, France and Japan have @&l expressed themselves as well satis- fied with the results obtained, but Rus- #ia and Italy are more critical, and Ooung von Bernstorfl, for Germany, has declared flatly that his government will teject the draft as entirely inadequate. The principal provisions of the draft eonvention are as follows: The naval regulations of the Lon- don treaties are to be extended to all powers, except that navies under 100,- 000 tons will have full freedom to transfer tonnage from one category to another and small navies in general will enjoy greater transfer privileges than large. Aviation will be limited on a basis of actual war airplanes, but full in- formation will be exchanged regarding commercial airplanes, which are con- sidered useful auxiliaries to war air- Pplanes. ; In limiting armies, trained’ reserves not 4n actual service will not be counted. The length of compulsory military service permissible under the treaty will be limited, but no duration is yet fixed.
