- STOCKS ARE LOWER, " ON BANK CLOSING, : Decline in Market' Proceeds on More Orderly Scale. Leaders Supported. BY GEORGE T. HUGHES. &pecial Dispatch to The Star. NEW YORK, December 11.—The re- action of stock market to the closing of the Bank of the United States today was & further decline in prices, orderly and not on large volume, but fairly uniform, except for a few of the in dustrial leaders to which support was accorded The market had the news of the| bank’s closing before the opening and initlal quotations were predominantly lower. At the same time no large blocks appeared on the tape; that is to say, not large measured by normal standards. The general comment at the time was that the market had taken the news remarkably well. Decline in Rails. Later in the forenoon, however, prices sagged again and new lows.were reached in a large number of issues. The weak- ness was pronounced in the rails, but these had been going down a long time under discouraging selling caused by continued drops in car loadings and losses in net and gross income. Tax selling was a factor in this part of the list_also. New York Central opened at a new low, and before the day was half over such standard dividend payers as Nor- folk & Western, Pennsylvania, South. ern Pacific and Reading were at new lows. If such strong transportation systems as these four are unable to re- tain the confidence of investors, it is not surprising that stocks of roads of lesser rank should weaken. There was a thin market for indus- trial specialties. Fox Film “A” sold off sharply and in considerable volume. Johns-Manville went to a new low and 80 did J. 1. Case and Columbia Carbon. In most of these cases it was technical market conditions rather than éhanges in_the outlook for the corporations that affected prices. The utilities were heavily sold, with new lows for American Power & Light, Pacific Lighting and American Water Works among others. Of the standard industrials, Genetal Motors made the best showing, off most of the time fractionally. United States Steel, opening at 140, down a point, slipped back to within a fraction of the previous low, but met support around that level. American Telephone reacted 2 or 3 points, but held above its low. General Electric showed little rallying power. The market was nervous and unset- tled, with professional opinion divided as to the immediate outlook, but & unit on the proposition that long-term in- vestment opportunities for those who could pay cash for their stocks and dis- regard temporary fluctuations were more numerous than in years. Support at Opening. ‘Though the volume of trading on the stock market early today was the heav- Jest since November 12, prices held well in the face of such an adverse develop- ment as the closing of the Bank of the United States. There were only two large block sales and most of the declines in the active list were fractional. There was & partial recovery late in the first hour. United - States Steel opened at 140, off 1, dropped to 139!, and then re- covered to 140%s. This was typical of the market's movements. Money re- newed ufichanged at 2 per cent. Sales during the first half hour amounted to 425,100 shares against 242,600 on Wed- y. The ralls were the weakest group, with new lows being made by Baltimore & Ohio, St. Paul preferred, Chesapeake Corporation, Lackawanna, Missouri- Kansas-Texas, New York Central and Norfolk & Western. In the industrials, Columbia Carbon and Case Threshing touched new lows, but Case recovered to show only a frac- tional loss. Drug, Inc. was a weak fea- ture, opening off 134 points on a 6,000,- share lot, to a new low. Later it drop- ped further. Two weak utilities were | American Power & Light and American ‘Water Works, both at new bottoms. Standard Oil of California also hit a fresh minimum. Hibbs & Co., is celebrating his sixty- sixth birthday anniversary today. Mr. Hibbs has had a most interesting | career. He is a Virginian, born at Gor- donsville, Va., on December 11, 1864. His parents were not wealthy and dur- | ing his boyhood days he delivered news- papers in Washington. After getting his education in the | schools here, Mr. Hibbs found he had a liking. for the brokerage business and after a large preliminary experience, started W. B. Hibbs & Co. in 1889, hav- ing been at the head of the firm ever since. During the World War, in addi tion to attending to his brokerage busi- ness, Mr. Hibbs was an active member | of all the Liberty Loan Committees and | rendered valuable service to the Gov-| ernment. - Leader on Local Exchange, Mr. Hibbs is a trustee in many in-| stitutions, a thirty-second degree Ma- son and a member of several m.hcr‘ fraternal orders and clubs, such as the | Racquet, Alibi and Chevy Chase. For | many years he was the most active trader on the Washington Stock Ex- change, always being willing to make a market for a stock when business was a bit slow.” He is a former president | of the exchange and has served on the board of governors more years than | can be counted on the fingers of both | hands. Nowadays he spends quite a little of his time at_his country estate in Leesburg, Va., which is one of the show places of the Old Dominion, Asked to make a prediction regard- ing the business outlook for 1931, Mr. Hibbs declined to. tell just what is going to happen. He thinks it an in- opportune time for stock market fore~ casts, belleving there are too many divergent interests at work at present to make any prognostications accurate or wise. Yet he is highly optimistic | on the long pull outlook. He is just | as sure' as day follows night that good | times will follow the present national | and world depression. | Sees Steady Progress Here. “The picture, so far as Washington is concerned, is a different proposition,” Mr. Hibbs declares. “Nothing can stop | 33% 17% 7 49 5% the progress of Washington except the | complete collapse of the Nation, and | that is an impossibility. I have wit- | nessed the growth of this city for over | half a century. I have viewed the mar- | velous expansion that has taken place, | especially in the last decade.
