" SOVIET ELECTIONS N NOW IN PROGRESS These Who Achieve Seats Will Be Communists of Un- impeachable Records. This ls the third of a series of four articles on Russia. BY VICTOR EUBANK, Assoctated Press Staff Correspondent. | MOSCOW, December 11.—The Soviet | elections, greatly different from those of any other country in the world, are reveal our mistakes, However, we must not allow our class enemies—the Kulak, priest, speculator, etc—to replace our ‘self-crit ’ with their ‘criticism.” We must draw a line of difference between self-criticism within the system of pro- letarian dictatorship and criticism from utside.” Election to Be Watched. ‘The elections of every village and town will be carefully scrutinized by the higher authorities. Election offi- cials throughcut the country have been cautioned to take necessary measures to isolate the kulaks and other dis- franchised elements. Special lists of persons who according to the consti- tution, are deprived of voting rights— such as Kulaks, ex-traders, former aris- tocrats, priests—must be posted in pub- lic places in all villages and towns be- fore the elections are held. Candidates to village, town, district and city Soviets are appointed or elect- ed from party, trade union and social organizations at general meetings of the workers, where the choice is signified by the raised hands of the majority. THE EVENING 8 attract a larger percentage of women to the election meetings. Izvestia de- clares that the number of women with voting rights who will participate this year will increase from 46 per cent in 1929 to 65/per cent. ‘The authorities estimate that some 80,000,000 persons will take part in the present elections. It is needless to say that those whi| finally achieve seats in the important national congress will be Communists of unimpeachable records, whose for- bears were workers and peasants and ‘who are thoroughly in sympathy with party policies. No one whose father ‘was a trader, merchant or kulak (landed peasant) has even the .shght.est‘ chance of being elected to the lowest | position, much less achieving the seats | of the mighty in the capital. Only One Party. The elections are not comparable with elections of the Republican and Demo- cratic parties of the United States. | There is only one party in present-day Russia. Its principles are those of the | dead Lenin, god of the Communists, | and the much-alive Stalin, who, al-| though holding no official post, has a wide reputation as the dictator of the republic. ‘The campaign this year, as set {orth ~ in all the newspapers (which are con- trolled by the government) has had to do with the popularizing of Sodialistic construction as embodied in the famous five-year plan; the booming of collec- tive farming among the peasants; the extermination of the kulak; further- ance of the new government loan and promulgation of the idea that war con- stantly threatens Russia from the in- vasion of foreign imperialists.
