PHLLPS RETIRES ONFOREE33YEARS Member of Homicide Squad Receives Many Messages of Congratulation. Countless messages of congratulations were received today by Everett L. (“Biff”) Phillips on his retirement after 33 years of service in the Police Depart- ment. His last assignment was on the homicide squad. At his home, at 1443 Belmont street, today Mr. Phillips recalled the days when there was only a single phone at police headquarters, and one had to get a police station “any way you could.”! He told how the duty first fell upon | him of calling the various precincts by phone to get reports. “In the old days the patrolmen had quite a time” Mr. Phillips explained. “You had to ring the patrol box and fight your prisoner until the horse- drawn’ wagon arrived.” Mr. Phillips also recalls with pride that he placed the first photograph in the department’s criminal record room under the Bertillon method of keeping Tecords. Receives Letter from Pratt. Mr. Phillips was the recipient of a letter of felicitations from Maj. Henry G. Pratt, superintendent of police, and his many acquaintances in the depart- ment congratulated him | in_Palmyra, Ill, February 9, Phillips came to this city at f 11 years and went to work 2 in the House of Representa-! emaining there for more than 20 | and for a number of years hold- he position of chief page. He re- lated how he had received the name of “Bifi” after administering a sound thrashing to another House page after the Iatter had called him a name he objected to. He told of the excitement, in the House following President Gar- | fleld's assassination. “Everything was| topsy turvy,” he said. | Served With Light Infantry. Mr. Phillips was a member of the old Washington Light Infantry, in which he was popularly refered to as “the Speaker of the House” and frequently called upon to deliver extemporaneous addresses. After_politics had played a part to relieve him of his position as chief page of the House, Mr. Phiilips obtained a petition, signed by all but two members, asking his retention and remained on for some time. Later the petition was lost after he had submitted it as grounds' for keeping him. Mr. Phillips attributes much of his happiness in life to his wife, Mrs. Net- tie Phillips. NAVY DESERTIONS CUT Unemployment and Selective Re- cruiting Given Credit. By the Associated Press. Unemployment is regarded as a fac- tor in cutting down desertions from the Navy. Rear Admiral Richard H. Leigh, chief of the Bureau of Navigation, told a House Appropriations ~ Subcommitte that there were only 525 desertions in 1929.
