OKLAHOMA CITY, July 10.—Crea- tion of a cabinet post to be called Secretary of Highways and a further increase in Federal aid for good roads | “on a continuing basis,” as an invest- ment _proposition were advocated in | resolutions adopted here yesterday by the United States Good Roads Associa- tion in the closing business sessions of the organization’s eighteenth annual convention. Charlotte, N. C., was chosen as the 1931 convention city and T. L. Kirk- patrick of that city was unanimously elected president of the organization for the ensuing year. Although President Hoover and Con- gress were lauded in a resolution for increasing the Federal aid appropria- tion from $75,000,000 to $125,000,000, & further increase of this amount to $200,000,000 was recommended. CHICAGO, July 10.—Two men walked into the home of Thomas Bonner Early 5 , shot twice through the head, died shortly afterward. Mrs. Bonner heard her husband admit the men and heard them quarreling. Police recalled that Bonner was under investigation as being an associate of | Charles (Limpy) Cleaver following the | Evergreen Park mail robbery. ORANGE CITY, Iowa, July 10.— Seventeen men were arrested late yes- terday on charges of unlawful assem- blage in connection with the alleged tarring_and feathering here Tuesday night of John De Jong, 41, widower and father of five children. De Jong told Sioux County officers that a band of men attacked him at the fair grounds, where he was digging ditches, bound him hand and foot and drove him into the country, where he was smeared with tar and feathered. Wrapped in a sheet, he was driven to Orange City and left at a street cerner without his clothing, he said.
