SUKKUR, India, May 3—Ma Jinnah, prominent Bombay Mos- lem leader, in a statement today on the eve of the Moslem confer- ence, advised “all my countrymen, particularly the Moslems” not to associate themselves with the methods, creed or policy of civil disobedience which he character- 1zed as unwise and impracticable.
