Plans for the coming third annual reception and ball of the All-States Officers’ Society, to be held at the Wil- lard Hotel the evening of May 15, will incorporate features of unusual in- terest to Washington, because of the character and objectives of that body. It is anticipated that by’ May 15 the census population of Washington may be known. In any event, it is expected that a population in excess of 600,000 for the National Capital may be shown. As this gratifying growth in numbers of people making their homes here will Teflect the inpouring of people from all of the States of the Union, and as| many of these are members of different State societies, the officers of the All- States body will stress in their program the satisfaction felt by those affiliated | with it in the forward march of Wash- hysical beauty. ¥ The coming affair has been made to | time, generally, with the expected com- pletion of the work of the population enumerators, and to make a celebra- | tion of the same along pertinent social lines. With most if not all of the States of the Union expected to be| represented at the reception and ball, | those in charge of the All-States affair | are seeking to make it representative of the country as & whole and to em- phasize the advantages which residence in the National Capital City affords along cultural lines and, in fact, along | very many lines. In this connection it is of significance that Miss Jessie Dell, one of the three civil service commissioners having to do | with the employment of more people | in the Government service, and from more States, than any other one gov- | ernmental body, is to be the chairman of the general committee in charge of the affair. Also that she will have as- sociated with her on this committee more members of Congress, possibly, than have before been affiliated in like canacity with any single social affair ‘the city. The social features alone will be such as to make the function an interesting one for all. These will include a pro- gram of music, or like entertainment, preceding the ball. The dancing will continue up to 1 o'clock. While the accommodations of the large ball room of the Willard are extensive, yet it is feared that even these accommodations will be taxed, and those intending to be present and who may not have ob- tained thelr tickets are urged to do so promptly. That this may be done con- veniently for everybody the tickets will be on sale only at the Willard Hotel.
