SIMLA, India, April 12 (Reuters).— Reports from various districts affected by Mahatma Gandhi’s civil disobedience campaign show that the first effects of the government's patient and care- fully controlled policy has been to dis- organize the forces of the resisters and bewilder them by the query of “what next?” Gandhi's followers apparently calcu- lated the government would not tolerate any breach of the law, however techni- cal or minor, and that all and sundry among the violators would be thrown into jail. ‘They hoped thus to fill the Jails to overflowing and face the gov- ernment with a problem and a test of strength. Things have turned out differently from Gandhi's expectations. He and his_ followers find the government is dealing with each local situation on its merits. This has led to a striking change in the Gandhi program. ‘The Manhatma had said several times that he would win freedom for his country or his dead body would float on the ocean.
