As these two latter matters are before Congress, it was deemed im- partant that the federation give them ¢onsideration at the current meeting. . The federation also will take up cer- tain changes in the by-laws, including the proposal to make former presidents delegates at large and the amendment which would specify qualifications of delegates for office in the federation.
